		IN THE CASE OF:

		BOARD DATE:	    5 August 2014

		DOCKET NUMBER:  AR20140008478

THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1. Application for correction of military records (with supporting documents provided, if any).

2. Military Personnel Records and advisory opinions (if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests correction of his DD Forms 214 (Certificate of Release or Discharge from Active Duty) to show in item 14 (Military Education):

* Primary Leadership Course, 4 weeks, 1981
* Basic Noncommissioned Officer Course (formerly known as the Basic Leadership Course), 4 weeks, 1984
* Survival, Escape, Resistance and Evasion (SERE), 2 weeks, 1980
* Air Assault Course, 2 weeks, 1984

2. The applicant states he contacted the U.S. Army Human Resources Command who told him his schools need to be listed on his DD Form 214.

3.  The applicant provides:

* DD Form 214
* a memorandum
* Enlisted Record Brief
* four Certificates of Training

CONSIDERATION OF EVIDENCE:

1. The applicant is currently a Regular Army (RA) Soldier on active duty. On 1 May 2014, the applicant's DD Form 214 for the period ending 4 December 1985 was corrected by adding the Primary Leadership Course, Small Arms Repair Course, and Basic Leadership Course; therefore, they will not be addressed further in these proceedings. A copy of the DD Form 215 will be provided to him.

2. The applicant enlisted in the RA on 4 April 1980, and he held military occupational specialty 11B (Infantryman).

3. The applicant was honorably released from active duty on 3 April 1983, at the expiration of his term of service. SERE training is not listed on his DD Form 214.

4. The applicant enlisted in the RA on 28 December 1983.

5. His records contain Permanent Order 137-9, issued by Headquarters, 25th Infantry Division, Schofield Barracks, Hawaii, dated 23 July 1984, which award him the Air Assault Badge for exceptionally meritorious achievement from 9 to
20 July 1984.

6. On 4 December 1985, the applicant was discharged. The Air Assault Course is not listed on his DD Form 214.

7. The applicant provides a copy of a Department of the Army Certificate of Training that shows he successfully completed the SERE course conducted by the 109th Combat Electronic Warfare Intelligence Battalion on 7 October 1980.

8. Army Regulation 600-8-22 (Military Awards), in part, sets forth requirements for award of the Air Assault Badge. Award of the Air Assault Badge requires that an individual must have satisfactorily completed an air assault training course according to the U.S. Army Training and Doctrine Command standardized Air Assault Core Program of Instruction, or completed the standard Air Assault Course while assigned or attached to 101st Airborne Division (Air Assault) after
1 April 1974.

9. Army Regulation 635-5 (Separation Documents), established the standardized policy for preparing and distributing the DD Form 214. It states, in pertinent part, that the Soldier's military education is obtained from the Soldier's records. It shows the formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214 and includes title, length in weeks, and year completed.

DISCUSSION AND CONCLUSIONS:

1. The applicant's request to add the SERE and Air Assault courses to his DD Forms 214 has been carefully examined and found to have merit.

2. The evidence of record shows the applicant completed the SERE training course in 1980, which is not shown on his records; therefore, he is entitled to correction of his DD Form 214 for the period ending 3 April 1983 to show this course.

3. Permanent orders awarded the applicant the Air Assault Badge in July 1984. Award of the Air Assault Badge requires that an individual must have satisfactorily completed an air assault training course according to the U.S. Army Training and Doctrine Command standardized Air Assault Core Program of Instruction. Therefore, he is entitled to correction of his DD Form 214 for the period ending 4 December 1985 to show this training.
