THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests Board Certification Pay (BCP) for the period June 2012 to January 2013. 

2.  The applicant states she became board certified in June 2012 but she did not receive her board certification entitlements.  When she realized she was not receiving the pay, she requested the issue corrected but was given only 11 months of back pay.

3.  The applicant provides American Board of Family Medicine letter. 

CONSIDERATION OF EVIDENCE:

1.  The applicant was appointed as a Reserve commissioned officer of the Army and executed an oath of office on 14 May 2005.  She attended the Uniformed Services University of Health Sciences and received a Doctor of Medicine degree on 16 May 2009.

2.  She was appointed as a Reserve commissioned officer in the rank of captain with concurrent call to active duty and executed an oath of office on 16 May 2009.

3.  In June 2012, the American Board of Family Medicine certified her Family Physician Examination. 

4.  An advisory opinion was obtained from the Office of the Surgeon General (OTSG) on 4 April 2014 in the processing of this case.  The OTSG official stated:

	a.  The applicant indicates she had not received BCP from June 2012 through January 2013, although she was Board Certified in Family Medicine as of 20120701.  She explains she was not receiving BCP; however, once requested she received 11-months of retroactive BCP payment.

	b.  Requests for BCP are initiated by the officer through their supporting Human Resource/Personnel/S-1 office.  A review of supporting documentation and available special pay and finance data indicates her BCP was authorized on 20140219 for retroactive payments effective 20130219, with current expiration of 20221231.  This period is the maximum authority this office has for BCP payments in arrears.  There is no previous record of submission, authorization, or payment of BCP commencing 20120701.

	c.  She is eligible to receive BCP for the 7+month period of 20120701-20130218.  Utilize a Health Professions Pay Entry Date (HPPED) or finance MS-Pay-Date of 20090612 for the correct pay rate level.  The retroactive payment for this total period is approximately $1,576 prior to withholding; exact payment to be determined by the Defense Finance and Accounting Service- Indiana (DFAS-IN).

5.  The advisory opinion was forwarded to the applicant.  She concurred by email on 8 April 2014. 

DISCUSSION AND CONCLUSIONS:

The OTSG database shows the applicant was board certified in June 2012 and has been receiving the BCP.  However, based on the applicant's request, finance data, and the supporting documentation, OTSG officials determined the applicant started receiving BCP on 19 February 2013.  OTSG officials also determined she did not receive BCP from 1 July 2012 to 18 February 2013.  In view of the foregoing, the applicant's records should be corrected as recommended below.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined the evidence presented is sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing the applicant applied for and was authorized payment of BCP for the period 1 July 2012 to 18 February 2013 utilizing an HPPED or MSP date of 12 June 2009 for the correct pay-rate level.
