THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests retroactive board certification pay (BCP) for the period 5 June 2012 to 20 April 2013.
2. The applicant states she received her board certification during her deployment to Afghanistan and was not aware that she was authorized the monthly BCP special pay for medical and dental officers. Her current point of contact (POC) for specialty pay discussed her case with the finance POC. She was told she needed to submit a request to the Army Board for Correction of Military Records as the Office of the Surgeon General (OTSG) was only able to authorize her retroactive BCP from 21 April 2013 to the present.
3. The applicant provides a certificate.
CONSIDERATION OF EVIDENCE:
1. The applicant's records show she was serving in the U.S. Army Reserve as a Medical Corps (MC) officer and she was ordered to active duty on 13 June 2008 in the rank of captain (CPT). She held area of concentration (AOC) 62A (Emergency Medicine Physician). She served in Afghanistan in support of Operation Enduring Freedom from on or about May 2012 to March 2013. She is currently serving on active duty in the rank of major.
2. On 5 June 2012, the American Board of Emergency Medicine certified her in the specialty of emergency medicine.
3. An advisory opinion was obtained from OTSG on 16 May 2014 in the processing of this case. The OTSG official stated:
a. Requests for BCP are initiated by the officer through the supporting Human Resources office. A review of the applicant's supporting documentation and available special pay and finance data indicates OTSG first received notification and authorized payments of BCP commencing on 21 April 2013, with a current expiration date of 31 December 2022. There is no record of submission, authorization, or payment of BCP for the period commencing when she first became certified on 5 June 2012.
b. With proper submission of credentials, the applicant would have been eligible for BCP for the missing 11 months during the period 5 June 2012 to 20 April 2013. Utilizing a Health Professions Pay Entry Date (HPPED) or Medical Special Pay (MSP) date of 13 June 2008 for the correct pay-rate level, the retroactive payment for this total period is approximately $2,200, prior to withholding.
4. On 16 May 2014, the applicant was provided a copy of the advisory opinion for information and to allow her the opportunity to submit comments. No response was received.
DISCUSSION AND CONCLUSIONS:
The OTSG database shows the applicant was board certified on 5 June 2012. Based on the applicant's request, finance data, and the supporting documentation, OTSG officials determined the applicant started receiving BCP on 21 April 2013. OTSG officials also determined she did not receive BCP from 5 June 2012 to 20 April 2013 even though she was eligible. In view of the foregoing, the applicant's records should be corrected as recommended below.
