THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests Board Certification Pay (BCP) from January 2008 to September 2013.
2. The applicant states he has not received his BCP as an Army General Surgeon, Area of Concentration 61J, since being certified by the American Board of Surgery (ABS) on 28 January 2008. His ABS certificate number is 5xxx5. He is due back pay of $1,041.65 from February to June 2008, $7,500 from July 2008 to June 2011, $7,000 from July 2011 to June 2013, and $1,333.32 from July 2013 to September 2013. He has received back pay from October 2013 to the present. An official at the Office of the Surgeon General (OTSG) told him to put a request to this Board for anything from before October 2013. He is not sure why his BCP was not started but he did not realize this until his finance office put an alert out for people to check their paystubs. That is when he noticed he has not been receiving it for years.
3. The applicant provides a BCP table, email exchange, and his certificate of ABS certification.
CONSIDERATION OF EVIDENCE:
1. The applicant was appointed as a Reserve commissioned officer of the Army and executed an oath of office on 29 August 2000. He attended the University of Missouri and received a Doctor of Medicine degree.
2. He was appointed as a Reserve commissioned officer in the rank of captain with concurrent call to active duty and executed an oath of office on 25 May 2001. He served in a variety of assignments and he attained the rank of lieutenant colonel.
3. On 28 January 2008, the American Board of Surgery certified him in the specialty of surgery.
4. An advisory opinion was obtained from OTSG on 21 April 2014 in the processing of this case. The OTSG official stated:
a. Requests for BCP are initiated by the officer through the supporting Human Resources office. A review of the applicant's records and available special pay and finance data indicates OTSG first received notification and authorized payments of BCP commencing on 20131024, with a current expiration date of 20180701. There is no record of submission, authorization, or payment of BCP for the period commencing when he first became certified on 28 January 2008.
b. With proper submission of credentials through his command, the applicant would have been eligible for BCP for the missing 69 months during the period 28 January 2008 to 23 October 2013. Utilizing a Health Professions Pay Entry Date (HPPED) or Medical Special Pay (MSP) date of 20010701 for the correct pay-rate level, the retroactive payment for this total period is approximately $16,875.00 prior to withholding. The exact payment should be determined by the Defense Finance and Accounting Service (DFAS).
5. The advisory opinion was forwarded to the applicant; he concurred on 25 April 2014.
DISCUSSION AND CONCLUSIONS:
The OTSG database shows the applicant was board certified on 28 January 2008. Based on the applicant's request, finance data, and the supporting documentation, OTSG officials determined the applicant started receiving BCP on 24 October 2013. OTSG officials also determined he did not receive BCP from 28 January 2008 to 23 October 2013 even though he was eligible. In view of the foregoing, the applicant's records should be corrected as recommended below.

As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing the applicant applied for and was authorized payment of BCP for the period 28 January 2008 to 23 October 2013 utilizing an HPPED or MSP date of 1 July 2001 for the correct pay-rate level.
