THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests Board Certification Pay (BCP) for the period 1 January 2010 to 28 February 2013.
2. The applicant states:
* he is a board certified physician in the Army
* he has been board certified since 2002 in general pediatrics and since 2008 in pediatric cardiology
* he has not received BCP since 31 December 2009 even though he remains board certified and is in an active duty status
* it appears the evidence of his board certification was lost and/or not updated
3. The applicant provides:
* diploma
* letter, dated 22 January 2009, from the American Board of Pediatrics
CONSIDERATION OF EVIDENCE:
1. The applicant is currently serving on active duty in the rank of lieutenant colonel assigned to the Madigan Army Medical Center in Washington as a pediatric cardiologist.
2. He provides documentation that shows he is board certified by the American Board of Pediatrics. The period of certification is from 2008 through 2015.
3. In the processing of this case, on 20 March 2014, an advisory opinion was obtained from the Chief, Army Medical Department Special Pay Branch, Office of The Surgeon General. The advisory official recommends payment of BCP for the period 1 January 2010 to 28 February 2013. The advisory official states:
a. a review of supporting documentation and available special pay and finance data indicates the applicant's BCP was paid through 31 December 2009, restarted on 1 March 2013, with current expiration on 31 December 2015.
b. there is no record of submission, authorization, or payment of BCP for the missing period of 1 January 2010 to 28 February 2013.
c. the applicant is eligible to receive BCP for the period 1 January 2010 through 28 February 2013.
d. utilize a Health Professions Pay Entry Date or finance MS-Pay-Date of
11 June 1999 for the correct pay rate level. The retroactive payment for this total period is approximately $12,000.00 prior to withholding; exact payment to be determined by the Defense Finance and Accounting Service (DFAS).
4. The advisory opinion was furnished to the applicant for information and to allow him the opportunity to submit comments or a rebuttal. He did not respond.
5. Title 37, U.S. Code, sections 301d, 302, 302f, and 303a, provides for multi-year retention bonuses and special pays for medical officers and health professionals of the Armed Forces. For Army Medical Corps officers (physicians), these special pays include BCP which is paid monthly to all board-certified Medical Corps officers based upon their date of board certification and their creditable service used to establish the Health Professional Pay Entry Date.
DISCUSSION AND CONCLUSIONS:
1. Evidence shows the applicant received board certification by the American Board of Pediatrics in 2008.
2. The advisory opinion points out:
* his BCP was paid through 31 December 2009, restarted on
1 March 2013, with a current expiration of 31 December 2015
* there is no record of authorization or payment of BCP for the period
1 January 2010 to 28 February 2013
* he is eligible to receive BCP for the period 1 January 2010 to 28 February 2013
3. In view of the foregoing his record should be corrected as recommended below.

28 February 2013, utilizing a Health Professions Pay Entry Date or finance MS-Pay-Date of 11 June 1999 for the correct pay rate level.
