THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests back pay of Army Medical Department (AMEDD) Board Certification Pay (BCP) for the period 1 January 2012 - 28 February 2012.
2. The applicant states he has been board certified in pediatrics since October 2010. He was receiving BCP until 1 January 2012, when it was dropped from his records. His certification has never been suspended or rescinded. The Office of The Surgeon General (OTSG) is back paying him starting 1 March 2012, but cannot authorize payment for the two-month period requested.
3. The applicant provides:
* certificate from the American Board of Pediatrics
* a letter, dated 13 December 2010, from the American Board of Pediatrics
CONSIDERATION OF EVIDENCE:
1. He was appointed a second lieutenant in the U.S. Army Reserve on 26 June 2003. He was ordered to active duty in the grade of captain in the Medical Corps effective 6 June 2007.
2. The certificate and letter from the American Board of Pediatrics submitted by the applicant, dated 13Â December 2010, show he was board certified in pediatrics on 18 October 2010.
3. In the processing of this case, on 13 May 2013, an advisory opinion was obtained from the AMEDD Special Pay Branch, OTSG. The advisory official stated:
a. A review of the applicant's military account showed his BCP was stopped 31 December 2011 and restarted 1 March 2012 with a current expiration annotated as 31 December 2013. There is no record of authorization of payment of BCP for the period 1 January 2012 - 28 February 2012.
b. The applicant is eligible to receive BCP for the 2-month period from
1 January 2012 - 28 February 2012. Utilize a Health Professions Pay Entry Date (HPPED) or finance MS-Pay-Date of 6 June 2007 for the current pay rate level.
4. On 17 May 2013, the advisory opinion was forwarded to the applicant for comment. However, he has not provided a response.
DISCUSSION AND CONCLUSIONS:
1. The applicant was board certified and OTSG stated he was eligible for BCP during the period 1 January 2012 - 28 February 2012. Upon discovery of the error, his BCP was restarted on 1 March 2012.
2. In view of the above, the applicantÂ’s requested relief should be granted.

28 February 2012 based on an HPPED or finance MS-Pay Date of 6 June 2007 and
b. paying him the appropriate retroactive pay due as a result of this correction.
