THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show the Army Commendation Medal (ARCOM) (2nd Award) and the Valorous Unit Award (VUA).
2. The applicant states the awards are not reflected in his military records because they were given after he was honorably discharged.
3. The applicant provides a DD Form 214, DA Form 638 (Recommendation for Award), and orders for the VUA.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Regular Army on 3 April 2008. He was awarded military occupational specialty 35G (Imagery Analyst) upon completion of initial entry training.
2. His Noncommissioned Officer Evaluation Report covering the period 1 March 2010 through 28 February 2011 shows he was a member of Headquarters and Headquarters Detachment (HHD), 4th Special Forces Battalion, 3rd Special Forces Group.
3. A DA Form 638, dated 6 February 2012, shows he was awarded the ARCOM with 1st oak leaf cluster (2nd Award) for meritorious service during the period
3 April 2008 to 26 November 2011 by Permanent Orders Number 38-01, dated
7 February 2012, issued by Headquarters, 3rd Special Forces Group.
4. The applicant's record shows that U.S. Army Human Resources Command (HRC), Permanent Orders Number 067-03, dated 8 March 2013, awarded the VUA to HHD, 4th Special Forces Battalion, 3rd Special Forces Group for service during the period 1 August 2010 to 1 April 2011.
5. He was honorably released from active duty on 26 November 2011. His
DD Form 214 shows he was awarded, among other awards, the ARCOM. The VUA is not shown on his DD Form 214 as an authorized award.
6. Army Regulation 635-5 (Separations Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. It states the DD Form 214 is a synopsis of the Soldier's most recent period of continuous active service. It provides a brief, clear-cut record of active Army service at the time of release from active duty, retirement, or discharge. It provides that for block 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized), list awards and decorations for all periods of service in the priority sequence specified in
Army Regulation 600-8-22 (Military Awards). Each entry will be verified by the Soldier's records.
DISCUSSION AND CONCLUSIONS:
1. The applicant's contention that his DD Form 214 should be corrected to show the ARCOM (2nd Award) and the VUA has been carefully considered.
2. Evidence confirms he was awarded the ARCOM (2nd Award) for meritorious service during the period 3 August 2008 to 26 November 2011. However, he received the award after his DD Form 214 had been prepared and issued. As a result, the award was not included in his DD Form 214. Therefore, it would be appropriate to correct his DD Form 214 to show this award.
3. Permanent orders issued by HRC show the VUA was awarded to HHD, 4th Special Forces Battalion, 3rd Special Forces Group for service during the period 1 August 2010 to 1 April 2010. Evidence confirms the applicant was assigned to this unit during the period of the award. Therefore, his DD Form 214 should show this unit award.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by deleting from his DD Form 214 the Army Commendation Medal and by adding to his DD Form 214 the Army Commendation Medal (2nd Award) and the VUA.
