      The applicant and counsel if any, did not appear before the Board.

      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of
Release or Discharge from Active Duty) to show the award of the Army
Commendation Medal (ARCOM).  He also requests that his DD Form 214 be
changed to show completion of the Long Range Surveillance Leader Course
(LRSL) Additional Skill Identifier (ASI) Q6.

2.  The applicant states, in effect, that the ARCOM and ASI Q6 should have
been added to his DD Form 214.

3.  The applicant provided a copy of his DD Form 214 for the period ending
       1 November 1989; a copy of orders and a certificate awarding him the
ARCOM; and a copy of his LRSL diploma.

CONSIDERATION OF EVIDENCE:

1.  The applicant is requesting correction of an error which occurred on
           1 November 1989.  The application submitted in this case is
dated 11 April 2003.
2.  Title 10, U.S. Code, Section 1552(b), provides that applications for
correction of military records must be filed within 3 years after discovery
of the alleged error or injustice.  This provision of law allows the Army
Board for Correction of Military Records (ABCMR) to excuse failure to file
within the 3-year statute of limitation if the ABCMR determines that it
would be in the interest of justice to do so.  In this case, the ABCMR will
conduct a review of the merits of the case to determine if it would be in
the interest of justice to excuse the applicant’s failure to timely file.

3.  The applicant enlisted in the Regular Army on 4 December 1985 for a
period of 4 years.  He completed basic training and advanced individual
training and was awarded military occupational specialty (MOS) 11B
(Infantryman).

4.  The applicant provided a diploma dated 26 September 1988.  This
document shows he did complete the LRSL course.

5.  On 1 February 1989, the applicant was promoted from Specialist Four to
Sergeant; MOS 11B2P was awarded as his primary MOS.

6.  The applicant was discharged on 1 November 1989 under the provisions of
Army Regulation 635-200, chapter 6 for hardship (sole parent).  He had
completed 3 years, 10 months, and 28 days of creditable service.  The ARCOM
is not listed on his DD Form 214.  Item 11 shows his MOS 11B1P.

7.  The applicant provided a copy of Headquarters, 6th Infantry Division
(Light) and US Army Garrison, Alaska Permanent Orders 11-2 dated 22 January
1990 and a certificate dated 19 January 1990.  These documents show he was
awarded the ARCOM for meritorious service for the period 2 September 1986
to
1 November 1989.

8.  Army Regulation 611-201 sets forth the basic authority for the awarding
of ASIs.  An ASI identifies specialized skills, qualifications, and
requirements that are closely related to and are in addition to those
inherent to the MOS.  The ASI is identified by a 2-digit code, which will
be added to the 5-digit code of the MOSC for which the ASI is authorized.
To qualify for Q6, an individual must successfully complete the LRSL course
at Fort Benning, GA or Fort Bragg, NC.  This ASI is for use with MOS 11B
only.

9.  Army Regulation 611-201, paragraph 1-8, provides that the skill level
denotes the level of qualification in total MOS.  The skill level
identifies the skills, proficiency, or ability typically required for
successful performance at the grade with which the skill level is
associated.  Skill level 2 is associated with Sergeant (SGT).

 DISCUSSION AND CONCLUSIONS:

1.  The evidence of record shows the applicant was awarded the ARCOM.
Therefore, his DD Form 214 for the period ending 1 November 1989 should be
amended to show the ARCOM.

2.  Records show the applicant attended the LRSL course, which qualified
him for award of ASI Q6.  Therefore, his DD Form 214 for the period ending
             1 November 1989 should be amended to show the ASI Q6 in item
11.

3.  Records show applicant was promoted 1 February 1989 and was awarded
PMOS 11B2P.  Therefore, his DD Form 214 for the period ending 1 November
1989 should be amended to show skill level 2 in item 11.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief and to excuse failure to timely file.  As a
result, the Board recommends that the DD Form 214 for the period ending 1
November 1989 of the individual concerned be corrected by showing award of
the ARCOM and by amending item 11 to show “11B2PQ6.”
