THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction to his DD Form 214 (Certificate of Release or Discharge from Active Duty) to:

	a.  Add the Noncommissioned Officer Professional Development Ribbon (NPDR) to item 13 (Decorations, Medals, Badges, Commendations, Citations and Campaign Ribbons Awarded or Authorized); and

	b.  Add the following course completions to item 14 (Military Education):

* Mine Resistant Ambush Protected (MRAP) Operator New Equipment Training
* Emergency Medical Technician Basic (EMT-B) Course
* Unit Level Armorer Course

2.  The applicant states he attended these courses and they should be shown on his DD Form 214.

3.  The applicant provides:

* Certificate of completion of the 40-hour MRAP Operator New Equipment Training
* Certificate of completion of the 168-hour EMT-B Course
* 
Certificate of completion of the 40-hour Unit Level Armorer Course
* Diploma for the Warrior Leader Course (WLC)
* DA Form 1059 (Service School Academic Evaluation Report) for completing the WLC, dated 21 April 2010
* National Registry - Emergency Medical Technicians Certificate, dated 6 November 2008

CONSIDERATION OF EVIDENCE:

1.  On 30 January 2007, the applicant enlisted in the Regular Army.

2.  A certificate of completion for the Mine Resistant Ambush Protected Operator New Equipment Training indicates he successfully completed the 40-hour course and he was presented the certificate on 11 January 2008.

3.  A certificate of completion for the EMT-B Course indicates he successfully completed the 168-hour course from 1 October to 6 November 2008.

4.  A certificate of completion for the Unit Level Armorer Course indicates he completed the 40-hour course from 8 to 12 June 2009.

5.  A DA Form 1059, dated 21 April 2010, and certificate of completion shows he successfully completed WLC from 31 March through 21 April 2010.

6.  On 9 October 2012, he was retired by reason of temporary disability and he was placed on the Temporary Disability Retired List the following day.  Item 13 of his DD Form 214 does not show the NPDR.  In addition, item 14 of his DD Form 214 does not show he completed the following military courses:

* MRAP Operator New Equipment Training
* EMT-B Course
* Unit Level Armorer Course

7.  Army Regulation 600-8-22 (Military Awards) states the NPDR was established by the Secretary of the Army on 10 April 1981 as announced in Department of the Army General Order 15, dated 10 October 1990.  It is awarded to members of active Army for successful completion of designated NCO professional development courses.  Effective 1 August 1981, all active Army Soldiers are eligible for the award of the basic ribbon for satisfactory completion of WLC.

8.  Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214.  Formal in-service (full-time attendance) training courses successfully completed during the period of service covered will be entered in item 14 (Military Education).  The entry will include the title, length in weeks, and the month and year completed.

DISCUSSION AND CONCLUSIONS:

1.  The applicant completed the WLC that entitles him to award of the NPDR.  Therefore, his DD Form 214 should be corrected to show this award.

2.  Evidence shows the applicant completed the following military courses:

* MRAP Operator New Equipment Training, 1 week, January 2008
* EMT-B Course, 6 weeks, November 2008
* Unit Level Armorer Course, 1 week, June 2009

Therefore, his DD Form 214 should be corrected to show these courses.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  adding to item 13 of his DD Form 214 the NCO Professional Development Ribbon; and

	b.  adding to item 14 of his DD Form 214 the:

* Mine Resistant Ambush Protected Operator New Equipment Training, 1 week, 2008
* 
Emergency Medical Technician Basic Course, 6 weeks, 2008
* Unit Level Armorer Course, 1 week, 2009
