THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show two awards of the Bronze Star Medal (BSM), the Jumpmaster Badge (interpreted to mean the Master Parachutist Badge), and to show in block 14 (Military Education) the following courses:

* Basic Close Combat Instructor Course
* Apprehension Avoidance Training 
* Jumpmaster Course
* Mine-Resistance Ambush Protected (MRAP) Operator Familiarization Training

2.  The applicant states the awards and military training were not added to his DD Form 214 at the time of his discharge.

3.  The applicant provides a DD Form 214, four training certificates, and two DA Forms 1307 (Individual Jump Record).

COUNSEL'S REQUEST, STATEMENT AND EVIDENCE:

1.  Counsel requests correction of the applicant's DD Form 214 to show awards and decorations he received while serving on active duty.

2.  Counsel states he is providing documentation showing the applicant was awarded the BSM twice.

3.  Counsel provides two BSM Certificates. 

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 12 April 2001.  

2.  His record contains DA Forms 2166-8 NCO [Noncommissioned] Evaluation Report showing he was assigned to:

	a.  A Company, 2nd Battalion, 7th Special Forces Group (Airborne), Fort Bragg, NC, during the rating periods 1 June 2006 to 30 September 2008, 
1 October 2008 to 30 September 2009, and 1 October 2009 to 31 January 2010.

	b.  Headquarters Support Company, 2nd Battalion, 7th Special Forces Group (Airborne), Fort Bragg, NC, during the rating period 1 October 2010 to 1 April 2011.

3.  He provided a certificate of training, dated 13 January 2005, showing he attended the 50-hour, Basic Close Combat Instructor Course from 4 January 2005 to 13 January 2005 and successfully completed the course.

4.  His record contains a BSM Certificate that shows Permanent Orders Number 268-051, issued by the Combined Joint Special Operations Task Force, Afghanistan, awarded him the BSM for meritorious service during the period of 
4 June-1 November 2007.  

5.  He provided a certificate of training/diploma showing he attended the 
48-hour, Apprehension Avoidance Training Course during the period 
17-22 March 2008 and successfully completed the course.

6.  He provided a certificate of training showing he successfully completed the 82nd Airborne Division Jumpmaster Course on 24 April 2008.

7.  He provided a certificate of training showing he attended the 90-hour, MRAP Operator Familiarization Training from 20 January to 2 February 2009 and completed the course.

8.  His record contains a BSM Certificate that shows Permanent Orders Number 338-017, issued by the Combined Joint Special Operations Task Force, Afghanistan, awarded him the BSM for meritorious service during the period of 18 July 2009 to 1 February 2010.

9.  He provided two DA Forms 1307.  These logs list his jumps from 14 August 2001 to 23 March 2009 and show he participated in a total of 42 jumps (25 jumps with combat equipment, 11 night jumps, 2 of which were as jumpmaster, and 
7 mass tactical jumps).

10.  Permanent Orders Number 238-18, issued by the U.S. Army Human Resources Command, dated 26 August 2011, awarded A Company, 2nd Battalion, 7th Special Forces Group, 1st Special Forces Regiment the Meritorious Unit Commendation for the period 1 August 2009 to 1 February 2010.

11.  His DD Form 214 shows he was discharged on 11 June 2012.  It does not show the BSM (2nd Award), Master Parachutist Badge, Meritorious Unit Commendation, the Basic Close Combat Instructor Course, the Apprehension Avoidance Training Course, the Jumpmaster Course, or the MRAP Operator Familiarization Training Course.  

12.  Army Regulation 600-8-22 (Military Awards) states award of the Master Parachutist Badge requires a rating of "excellent" in character and efficiency, completion of 65 jumps (25 with combat equipment, 4 night jumps with 1 as jumpmaster, and 5 mass tactical jumps culminating in an airborne assault problem), graduation from the Jumpmaster Course, and service on jump status for at least 36 months.

13.  Army Regulation 635-5 (Separations Documents), in effect during the applicant's active duty service, prescribed the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army.  It established standardized policy for the preparation of the DD Form 214.  It stated that:

	a.  In block 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized), list awards and decorations for all periods of service in the priority sequence specified in Army Regulation 600-8-22 and

	b.  In block 14, (Military Education), list formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214.  Include title, length in weeks, and year completed.  This information is to assist the Soldier in job placement and counseling; therefore, do not list training courses for combat skills.  

14.  According to the Army Training Requirements and Resources System (ATRRS), the Jumpmaster Course is 3 weeks in length.  


DISCUSSION AND CONCLUSIONS:

1.  The evidence shows he was awarded the BSM (2nd Award).  Therefore, his DD Form 214 should be corrected to show these awards.  

2.  Evidence also shows his unit was awarded the Meritorious Unit Commendation.  Therefore, his DD Form 214 should be corrected to show this unit award.

3.  A Certificate of Training confirms he completed the Jumpmaster Course on 
24 April 2008.  This course should be added to his DD Form 214.  

4.  The jump record the applicant provided shows he participated in a total of 
42 jumps.  The criterion for award of the Master Parachutist Badge requires participation in a minimum of 65 jumps.  As such, there is insufficient evidence for award of the Master Parachutist Badge.

5.  The Basic Close Combat Instructor Course, Apprehension Avoidance Training Course, and MRAP Operator Familiarization Training are courses that focus on combat skills.  Therefore, these courses should not be added to his DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  adding to block 13 of his DD Form 214 the Bronze Star Medal (2nd Award) and the Meritorious Unit Commendation; 

	b.  adding to block 14 of his DD Form 214 the entry:  "Jumpmaster Course, 
3 weeks, 2008."

2.  The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to adding to his DD Form 214 the Basic Close Combat Instructor Course, Apprehension Avoidance Training Course, and the MRAP Operator Familiarization Training, or the Master Parachutist Badge.
