THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 25 October 2011 to show he was awarded the German Armed Forces Proficiency Badge in Gold instead of the German Armed Forces Proficiency Badge in Silver.

2.  The applicant states he has a certificate of completion which confirms he earned Gold status.

3.  The applicant provides a certificate and a memorandum.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the U.S. Army Reserve on 5 August 2009.  He served an initial period of active duty for training from 13 October 2009 through 7 April 2010.  On 8 April 2010, he was appointed as a Reserve Commissioned Officer of the Army in the rank/grade of second lieutenant/O-1.

2.  On 6 July 2011, he was ordered to active duty for the purpose of attending the Quartermaster Basic Officer Leader Course (BOLC) at Fort Lee, VA.

3.  His Army Military Human Resource Record (AMHRR) contains, and he also provides, a memorandum rendered by the German Army Liaison Staff, U.S. Army Combined Arms Support Command, Sustainment Center of Excellence, Fort Lee, VA, on 7 October 2011.  This memorandum was issued to the applicant in acknowledgement of his achievements in the Bundeswehr and shows he was awarded the German Armed Forces Proficiency Badge in Gold.

4.  A review of his AMHRR revealed his record does not contain this certificate, but does contain a nearly identical one bearing another officer's name which was erroneously filed in his record.

5.  On 25 October 2011, the applicant successfully completed BOLC and was released from active duty for training and returned to his Reserve unit.  The DD Form 214 he was issued at the time shows he was awarded the German Armed Forces Proficiency Badge in Silver.

DISCUSSION AND CONCLUSIONS:

1.  Evidence clearly shows the applicant was awarded the German Armed Forces Proficiency Badge in Gold on 7 October 2011.

2.  His DD Form 214 for the period ending 25 October 2011 erroneously shows he was awarded the German Armed Forces Proficiency Badge in Silver.

3.  In view of the foregoing, he is entitled to correction of his DD Form 214 to show he was actually awarded the German Armed Forces Proficiency Badge in Gold.

4.  Evidence also shows another officer's certificate for award of the German Armed Forces Proficiency Badge in Gold is filed in his AMHRR.  Therefore, it is recommended the applicant initiate action with his servicing personnel office to have this erroneous document removed from his AMHRR and replaced by the correct certificate.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by deleting the German Armed Forces Proficiency Badge in Silver from his DD Form 214 for the period ending 25 October 2011 and replacing it with the German Armed Forces Proficiency Badge in Gold.
