THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 3 June 2011 to show award of the German Armed Forces Proficiency Badge-Silver and completion of a Basic Combatives Course.  

2.  She states she was not in possession of the certificates until after her DD Form 214 was generated.

3.  She provides a copy of the Basic Combatives Course Certificate and a Certificate of Achievement awarding her the German Armed Forces Proficiency Badge-Silver. 

CONSIDERATION OF EVIDENCE:

1.  The applicant was ordered to active duty for training as a U.S. Army Reserve second lieutenant to attend her military intelligence basic officer leadership course at Fort Huachuca, Arizona, on 2 February 2011.

2.  Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) of the applicant’s DD Form 214 for active duty training for the period ending 3 June 2011 does not show the requested awards.

3.  Item 14 (Military Education) of the applicant’s DD Form 214 in question does not show the Basic Combatives Course. 

4.  The applicant provided a Basic Combatives Course Certificate showing she successfully completed the Basic Combatives Course during the period 5 April through 21 April 2011. 

5.  The applicant provides a certificate showing on 20 May 2011 she was awarded the German Armed Forces Proficiency Badge-Silver by the German Liaison Team U.S. Army Intelligence Center of Excellence and Fort Huachuca.

6.  Appendix D-1 of Army Regulation 600-8-22 (Military Awards) shows the foreign badges authorized for acceptance and wear on the Army uniform.  The German Armed Forces Proficiency Badge is listed in Table D-1 of this appendix.

7.  Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214.  It states for Item 14 of the DD Form 214 to list formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214.  Include title, length in weeks, and year completed.  It further states this information is to assist the Soldier in job placement and counseling; therefore, do not list training courses for combat skills.  When in doubt, refer to the course description in Department of the Army Pamphlet 351-4 (US Army Formal Schools Catalog) to determine its usefulness to the Soldier after transitioning from the Army.

DISCUSSION AND CONCLUSIONS:

1.  She was awarded the German Armed Forces Proficiency Badge-Silver by the German Liaison Team U.S. Army Intelligence Center and Fort Huachuca.  This badge is listed in Appendix D-1 of Army Regulation 600-8-22 as authorized for acceptance and wear.  As such, she is entitled to have this badge added to her DD Form 214.

2.  Combat skills training is not listed on the DD Form 214.  As such, there is no provision in the regulation to enter her Basic Combatives training on her DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined the evidence presented was sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends all Department of the Army records of the individual concerned be corrected by adding the German Armed Forces Proficiency Badge-Silver to her DD Form 214 for the period ending 3 June 2011.

2.  The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to adding the Basic Combatives Course to her DD Form 214.
