THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests removal of the Air Force Training Ribbon from his DD Form 214 (Certificate of Release or Discharge from Active Duty) with a separation date of 19 November 2010. He also requests addition of the following training courses to his DD Form 214:
* Infantry School
* Airborne Course
* Find, Fix, Finish, Exploit, Analyze, and Disseminate (F3EAD) Targeting Course
* Intermediate Search/Tactical Site Exploitation (ATS 106)
* Joint Center of Excellence (JCOE) Attack the Network Training Course (ATS 101)
* Tactical Questioning
2. The applicant states he was not able to look over his DD Form 214 with the care and detail required upon his honorable discharge.
3. The applicant provides:
* his DD Form 214
* six certificates of completion for military training
CONSIDERATION OF EVIDENCE:
1. He enlisted in the Regular Army on 7 August 2007. He had two previous periods of service.
a. He served in the Michigan Air National Guard during the period 20 June 2002 to 30 December 2003. He was issued a DD Form 214 for the period 25 March to 12 May 2003 for the completion of his initial active duty for training. This DD Form 214 shows he was awarded the Air Force Training Ribbon.
b. He served in the Michigan Army National Guard during the period 31 December 2003 to 6 August 2007.
2. He provided certificates of successful completion for the following courses:
a. Infantry Training, 198th Infantry Brigade, Course Number 7065, from 31 August to 7 December 2007;
b. Airborne Course (3 weeks), Fort Benning, GA, effective 1 February 2008;
c. F3EAD Targeting Course (36 hours), from 23-26 February 2010;
d. Intermediate Search/Tactical Site Exploitation (ATS 106), 40 hours, effective 23 April 2010;
e. JCOE Attack the Network Training Course (ATS 101), from 9-12 March 2010; and
f. Tactical Questioning, 12 hours, no completion date indicated.
3. He was discharged on 19 November 2010 by reason of having completed his required active service. His DD Form 214 shows he was awarded the Air Force Training Ribbon. The six courses he requests are not shown on his DD Form 214.
4. The Air Force Training Ribbon is awarded to U.S. Air Force service members upon completion of initial accession training after 14 August 1974.
5. Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214.
a. Decorations, service medals, campaign credits, and badges awarded or authorized for all periods of service will be entered in item 13 (Decorations, Medals, Badges, Commendations, Citations, and Campaign Ribbons Awarded or Authorized) of the DD Form 214.
b. Formal in-service (full-time attendance) training courses successfully completed during the period of service covered will be entered in item 14 (Military Education). The entry is to include the title, length in weeks, and the year completed. The information entered in item 14 is to assist the member after separation in job placement and counseling. Therefore, training courses for combat skills will not be listed.
DISCUSSION AND CONCLUSIONS:
1. The regulation states a member's DD Form 214 is to include awards from all periods of service. He was awarded the Air Force Training Ribbon upon completion of his initial accession training in the Michigan Air National Guard. Therefore, the entry of this award on his DD Form 214 is correct.
2. The Infantry School and the Airborne Course are clearly designed to provide combat skills for the Soldier. Therefore, these courses are not listed on a Soldier's DD Form 214.
3. The following courses appear to provide combat skills for the Soldier. Therefore, it is not appropriate to add these courses to his DD Form 214.
* F3EAD Targeting Course
* Intermediate Search/Tactical Site Exploitation (ATS 106)
* JCOE Attack the Network Training Course (ATS 101)
4. The certificate for completion of Tactical Questioning training indicates the course was only 12 hours in duration. As it was not at least one week in duration there is no basis to add this course to his DD Form 214.
