THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show:

* award of the Army Commendation Medal (2nd Award)
* award of the Meritorious Unit Commendation
* additional military education

2.  The applicant states, in effect, he has documentation to show the awards and military education.

3.  The applicant provides:

* Enlisted Record Brief (ERB)
* Permanent Orders Number 113-24, issued by the U.S. Army Human Resources Command, Fort Knox, KY, dated 23 April 2013
* Army Commendation Medal Certificate, dated 14 April 2014
* two DA Forms 638 (Recommendation For Award)
* DD Form 214
* Orders Number 084-0605, issued by Headquarters, 101st Airborne Division (Air Assault) and Fort Campbell, Fort Campbell, KY, dated 25 March 2014
* seven Certificates of Training



CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 27 February 2008.

2.  His ERB shows he was assigned to the 716th Military Police Battalion during the period 20 November 2008 through 7 February 2013.

3.  Permanent Order Number 246-026, issued by Headquarters, Combined Joint Task Force-1, awarded the applicant the Army Commendation Medal for the period 12 January to 10 December 2012.  The DA Form 638 documenting the award shows he was assigned to Headquarters and Headquarters Detachment, 716th Military Police Battalion at the time.

4.  Permanent Orders Number 113-24, dated 23 April 2013, awarded Headquarters and Headquarters Detachment, 716th Military Police Battalion, the Meritorious Unit Commendation Medal for the period of service 12 January 2012 to 1 December 2013.

5.  Permanent Order Number 104-15, issued by Headquarters, U.S. Army Medical Department , Fort Campbell, KY, awarded the applicant the Army Commendation Medal for the period 27 February 2008 to 28 February 2014.

6.  On 30 May 2014, the applicant was retired for a permanent disability.  His DD Form 214:

* does not show in Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) award of the Army Commendation Medal (2nd Award) or Meritorious Unit Commendation
* shows in item 14 (Military Education):

*	Combat Life Savers Course, 1 week, 2009
*	Combatives Level I Course, 1 week, 2010

7.  The applicant provides the following Certificates of Training:

a.  Movement Tracking System Plus Operator, 8 hours, 24 September 2009
   
   b.  Combatives Level II Training, 80 hours, 27 September 2010 – 7 October 2010; 

   c.  Microsoft SharePoint Administrator, 40 hours, 11 October 2010 – 15 October 2010; 
   
   d.  CompTIA Network-Plus, 80 hours, 6 July – 16 July 2010;
   
   e.  CompTIA Security-Plus, 80 hours, 16 August – 26 August 2011;
   
   f.  SIPR (Secure Internet Protocol Router) NIPR (Non-Secure Internet Protocol Router) Access Point (SNAP) Terminal Training, 40 hours, 
15 – 18 November 2011; and
   
   g.  CompTIA A-Plus, 80 hours, 11 February – 22 February 2013

8.  Army Regulation 635-8 (Separation Processing and Documents) prescribes policy and procedural guidance on the separation document preparation, distribution, correction and transition processing.  Instructions for completing the DD Form 214 state to enter in:

	a.  Item 13 – all Federally recognized awards and decorations for all periods of service.  

	b.  Item 14 – all formal, in-service (full-time attendance) training courses successfully completed during the period of service covered on the DD Form 214 of at least 1 week or 40 hours duration.  Include course title, length in weeks, and year completed.  This information is to assist the Soldier in job placement and counseling; therefore, do not list training courses for combat skills. 

DISCUSSION AND CONCLUSIONS:

1.  Records show the applicant was awarded the Army Commendation Medal (2nd Award) and was assigned to a unit that was awarded the Meritorious Unit Commendation; therefore, he is entitled to correction of his DD Form 214 to show these awards.

2.  The applicant completed SNAP Terminal Training, Combatives Level II Training, Microsoft SharePoint Administrator, CompTIA Security-Plus, CompTIA A-Plus, and CompTIA Network-Plus training; therefore, he is entitled to correction of his DD Form 214 to show this training. 

3.  Although the applicant completed the Movement Tracking System Plus Operator's course, this training was less than 1 week or 40 hours; therefore, this training is not listed on the DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending his DD Form 214 as follows:

   a. adding to Item 13 the Army Commendation Medal (2nd Award) and the Meritorious Unit Commendation,

b. adding to Item 14:

   	*	Combatives Level II Training, 80 hours, 2010
		*	Microsoft SharePoint Administrator, 40 hours, 2010
		*	CompTIA Network-Plus, 80 hours, 2010
   	*	CompTIA Security-Plus, 80 hours, 2011
*	Secure Internet Protocol Router and Non-Secure Internet Protocol Router Access Point Terminal Training, 40 hours, 2011
   	*	CompTIA A-Plus, 80 hours, 2013

2.  The Board further determined that the evidence presented was insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to adding the Movement Tracking System Plus Operator training course to his DD Form 214.
