THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests reconsideration of his earlier request for reimbursement of an allotment to his mother in the amount of $40.00 per month.
2. The applicant states he sent an allotment to his mother at the rate of $40.00 per month. This amount was supposed to be matched by the Government.
3. The applicant provides:

CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20110027047, on 5 July 2011.
2. The applicant submitted various service records which were not previously reviewed by the ABCMR. Therefore, they are considered new evidence and, as an exception to policy, warrant consideration by the Board.
3. The applicant's military records show he was inducted into the Army of the United States and entered active duty in Jackson, MS, on 19 September 1951. He completed basic combat and advanced individual training and he was awarded military occupational specialty 1729 (Combat Engineer).
4. He served in Korea with Company D, 120th Engineer Battalion, from 14 March 1952 to 3 June 1953.
5. Section 10 (Insurance, Allotments, and Deductions) of his DD Form 230 (Service Record) shows he had the following allotments:

6. An "allotment" is when the military automatically takes money out of a member's military paycheck and sends it to someone else. During the applicant's service, allotments were classified as:
* Class A, compulsory allotments under the War Risk Insurance Act to dependents of Class A
* Class B, voluntary allotments under the War Risk Insurance Act to dependent relatives of Class B
* Class C, Government insurance under the War Risk Insurance ct
* Class D, allotments under the War Risk Insurance Act for payment of premiums on insurance policies held in private companies, societies, or organizations
* Class E, allotments authorized to members who were absent or on distant duty; to support the member's family or relative, own savings, or any other purpose
7. His records also contain a WD AGO Form 30-S (Allotment Discontinuance) which shows he had an $18.75 Class B Allotment between March 1952 and July 1953 as well as a $40.00 Class QD Allotment between October 1951 and July 1953.
8. He was honorably released from active duty on 18 July 1953 and he was transferred to the U.S. Army Reserve for completion of his service obligation. Item 38 (Remarks) of his DD Form 214 (Report of Separation from the Armed Forces of the United States) shows he was entitled to and paid $300.00 MOP (Mustering Out-Payment Act of 1944) for service from 14 March 1952 to 3 June 1953 (service outside continental United States).
9. The Mustering-Out-Payment Act is a U.S. Federal law passed in 1944. It provided money to service members returning from the War to help them restart their lives as civilians.
DISCUSSION AND CONCLUSIONS:
1. The applicant served on active duty from 19 September 1951 through 18 July 1953. He had three allotments at the time, one of which was a Class D allotment in the amount of $40.00 from March 1952 to July 1953. A Class D allotment at the time was used for payment of premiums on insurance policies held in private companies, societies, or organizations.
2. It is noted that the applicant did have a Class E allotment to Mrs. Maxxxx L. Brown in the amount of December 1951 to February 1952 in the amount of $20.00; and he also had a Class E allotment to Mrs. Maxxxx L. Brown in the amount of $18.75; however, there is no evidence that he was promised this allotment would be doubled throughout his life.
4. Notwithstanding his sincerity and his honorable service to our Nation, there is insufficient evidence to support the applicant's claim to any monetary benefits in this case.
