THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his service in Afghanistan.

2.  The applicant states he served in Afghanistan but it is not on his DD Form 214.

3.  The applicant provides orders and a Defense Finance and Accounting Service (DFAS) Form 702 (Military Leave and Earnings Statement).

CONSIDERATION OF EVIDENCE:

1.  The applicant's records show he enlisted in the Regular Army on 26 August 2009 and he held military occupational specialty 12B (Combat Engineer).  He served in Afghanistan from 13 June to 27 July 2010 while assigned to the 73rd Engineer Company.

2.  He was honorably discharged on 16 October 2010.  He completed 1 year, 1 month, and 21 days of creditable active service.

3.  Item 12f (Foreign Service) his DD Form 214 shows the entry "0000  10  03."  Item 18 (Remarks) of this form is void of any entry indicating he served in a hostile fire (HF)/imminent danger pay (IDP) area during this period of service.

4.  Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) shows the National Defense Service Medal, Global War on Terrorism Service Medal, and Army Service Ribbon.

5.  An email from DFAS, dated 29 June 2011, confirmed the applicant received HF/IDP for service in Kuwait/Afghanistan from 13 June to 27 July 2010.

6.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army.  It establishes standardized policy for the preparation of the DD Form 214.  It states, for a Soldier deployed to a foreign country during the period covered by the DD Form 214, enter "SERVICE IN (Name of Country Deployed) FROM (inclusive dates) YYYYMMDD-YYYYMMDD" in item 18.

7.  His records indicate he is entitled to additional awards which are not shown on his DD Form 214.

8.  Army Regulation 600-8-22 (Military Awards) states the Afghanistan Campaign Medal is awarded to members who have served in direct support of Operation Enduring Freedom (OEF).  The area of eligibility encompasses all the land area of the country of Afghanistan and all air spaces above the land area.  The period of eligibility is on or after 24 October 2001 to a future date to be determined by the Secretary of Defense or the cessation of OEF.  A bronze service star is authorized for wear with this medal for participation in each credited campaign.  Approved designated Afghanistan campaigns are:

* Liberation of Afghanistan (11 September 2001-30 November 2001)
* Consolidation I (1 December 2001-30 September 2006)
* Consolidation II (1 October 2006-30 November 2009)
* Consolidation III (1 December 2009-date to be determined)

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record confirms the applicant served in Kuwait/Afghanistan from 13 June to 27 July 2010.  Therefore, he is entitled to correction of his DD Form 214 to show his service in Kuwait/Afghanistan and the dates of his service.

2.  He served in Afghanistan during a qualifying period for award of the Afghanistan Campaign Medal and he participated in one campaign during this period.  Therefore, he is entitled to the Afghanistan Campaign Medal with one bronze service star and correction of his DD Form 214 to show this award.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending his DD Form 214 as follows: 

* adding to item 13 the Afghanistan Campaign Medal with one bronze service star
* adding to item 18 the entry "SERVICE IN KUWAIT/AFGHANISTAN FROM 20100613-20100727"
