THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show: * Service in Kuwait/Iraq from 16 October 2008 to 27 January 2009 * Service in Afghanistan from 29 August to 23 December 2009 * Combat Infantryman Badge 2. The applicant states he served in support of Operations Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF). He was also awarded the Combat Infantryman Badge. 3. The applicant provides: * DD Form 214 * Orders awarding him the Combat Infantryman Badge * Two travel vouchers CONSIDERATION OF EVIDENCE: 1. The applicant's records show he enlisted in the Regular Army on 6 February 2008 and held military occupational specialty 11B (Infantryman). He attained the rank/grade of specialist/E-4 and he was assigned to Fort Stewart, GA. 2. On 8 June 2010, he was discharged from the Army under the provisions of chapter 14, Army Regulation 635-200 (Personnel Separations). He completed 2 years, 4 months, and 3 days of creditable military service. This form also shows in: * Item 12f (Foreign Service) "0000 00 00" * Item 13 (Decorations, Medals, Badges, Citations, and Campaign Ribbons Awarded or Authorized) the National Defense Service Medal, Army Service Ribbon, and Parachutist Badge * Item 18 (Remarks) does not show service in a hazardous fire/imminent danger pay (HF/IDP) area 3. An email, dated 10 February 2011, from the Defense Finance and Accounting Service, Indianapolis, IN, shows the applicant received HF/IDP and combat zone tax exemption as follows: * from 16 October 2008 to 31 January 2009 for service in Iraq * from 1 August 2009 to 15 December 2009 for service in Kuwait/Iraq 4. Permanent Orders 13-95, issued by Headquarters, 75th Ranger Regiment, Fort Benning, GA, dated 13 January 2009, awarded him the Combat Infantryman Badge. 5. Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214. Chapter 2 contains guidance on the preparation of the DD Form 214. It states for: * block 12f enter the total amount of foreign service completed during the period covered by the DD Form 214 * block 18 for an active duty Soldier deployed with his or her unit during their continuous period of active service, the statement "Service in (Name of Country Deployed) From YYYYMMDD - YYYYMMDD)" 6. Army Regulation 600-8-22 (Military Awards) provides for the following awards: a. The Afghanistan Campaign Medal is awarded to members who have served in direct support of OEF. The area of eligibility (AOE) encompasses all the land area of the country of Afghanistan and all air spaces above the land area. The period of eligibility is on or after 24 October 2001 to a future date to be determined by the Secretary of Defense or the cessation of OEF. A bronze service star is authorized for wear with this medal for participation in each credited campaign. Approved designated Afghanistan campaigns are: * Liberation of Afghanistan (11 September 2001-30 November 2001) * Consolidation I (1 December 2001-30 September 2006) * Consolidation II (1 October 2006-date to be determined (TBD)) b. The Iraq Campaign Medal is awarded to members who have served in direct support of OIF. The AOE encompasses all the land area of the country of Iraq, the contiguous water area out to 12 nautical miles, and all air spaces above the land area of Iraq and above the contiguous water area out to 12 nautical miles. The Iraq Campaign Medal period of eligibility is on or after 19 March 2003 to a future date to be determined by the Secretary of Defense or the cessation of OIF. A bronze service star is authorized for wear with this medal for participation in each credited campaign. Approved campaigns are: * Liberation of Iraq (19 March 2003-1 May 2003) * Transition of Iraq (2 May 2003-28 June 2004) * Iraqi Governance (29 June 2004-15 December 2005) * National Resolution (16 December 2005-9 January 2007) * Iraqi Surge (10 January 2007-31 December 2008) * Iraqi Sovereignty (1 January 2009-TBD) c. The Global War on Terrorism Service Medal is authorized for award to members of the Armed Forces of the United States who have participated in Global War on Terrorism operations outside of the areas of eligibility designated for award of the Global War on Terrorism Expeditionary Medal, Afghanistan Campaign Medal, or Iraq Campaign Medal. All Soldiers on active duty on or after 11 September 2001 to a date to be determined having served 30 consecutive days or 60 nonconsecutive days are authorized the Global War on Terrorism Service Medal. DISCUSSION AND CONCLUSIONS: 1. Permanent orders awarded the applicant the Combat Infantryman Badge which is not shown on his DD Form 214; therefore, he is entitled to correction of his DD Form 214 to show this badge. 2. The available evidence shows the applicant served a qualifying period for award of the Global War on Terrorism Service Medal and he is entitled to the issuance of this medal and his DD Form 214 should be corrected to show this medal. 3. The applicant states he served in Iraq from 16 October 2008 to 27 January 2009. This period of service is consistent with his pay records which show he received HF/IDP for service in Kuwait/Iraq from 16 October 2008 to 27 January 2009. Therefore, he is entitled to correction of his DD Form 214 to show this combat service in Iraq. 4. Furthermore, this period of service qualifies him for award of the Iraq Campaign Medal. Additionally, he participated in the Iraqi Surge (10 January 2007-31 December 2008) and the Iraqi Sovereignty (1 January 2009-TBD) campaigns and he is entitled to two bronze service stars to be affixed to the Iraq Campaign Medal. 5. The applicant contends he served in Afghanistan from 29 August to 23 December 2009. This period of service is consistent with his pay records which show he received HF/IDP for service in Afghanistan from 1 August to 15 December 2009. Therefore, he is entitled to correction of his DD Form 214 to show this combat service in Afghanistan. 6. Additionally, this period of service qualifies him for award of the Afghanistan Campaign Medal. Additionally, he participated in the Consolidation II (1 October 2006-TBD) campaign and he is entitled to a bronze service star to be affixed to the Afghanistan Campaign Medal. 7. He completed 3 months and 16 days of foreign service in Iraq and 4 months and 15 days of foreign service in Afghanistan for a total of 8 months and 1 day, which is not shown on his DD Form 214. Therefore, he is entitled to correction of his DD Form 214 to show 8 months and 1 day of foreign service.
