THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his deployment in Afghanistan. 2. The applicant states his DD Form 214 does not show he served a tour in Afghanistan. 3. The applicant provides: * Deployment orders * DD Form 214 CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 4 March 1999. He was awarded military occupational specialty 91M (Bradley Fighting Vehicle System Maintainer). He remained on active duty through continuous reenlistments until he was honorably discharged on 14 January 2012 for completion of required active service. 2. His DD Form 214 shows he was awarded the: * Iraq Campaign Medal with four bronze service stars * Army Commendation Medal (5th Award) * Purple Heart * Army Achievement Medal (3rd Award) * North Atlantic Treaty Organization Medal * U.S. Army/U.S. Air Force Presidential Unit Citation * Army Good Conduct Medal (2nd Award) * National Defense Service Medal * Global War on Terrorism Expeditionary Medal * Global War on Terrorism Service Medal * Korea Defense Service Medal * Noncommissioned Officer Professional Development Ribbon * Army Service Ribbon * Overseas Service Ribbon (5th Award) * Combat Action Badge (2nd Award) * Driver and Mechanic Badge - Mechanic 3. Item 18 (Remarks) of his DD Form 214 shows he served in Iraq from: * 10 May 2003 to 20 July 2004 * 15 December 2005 to 3 December 2006 * 9 March 2008 to 9 March 2009 4. The Defense Finance and Accounting Service (DFAS) confirmed he received hostile fire/imminent danger pay (HF/IDP) and combat zone tax exclusion for service in Kuwait from 9 September 2010 through 30 June 2011. 5. He provided deployment orders, dated 7 September 2010, which show he was assigned to Afghanistan in support of Operation Enduring Freedom. 6. His Noncommissioned Officer Evaluation Report (NCOER) covering the period 31 January 2010 to 30 January 2011 shows he was assigned to Kandahar Airfield in Afghanistan. 7. Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. The regulation provides that for Item 18, for an active duty Soldier deployed with his or her unit during their continuous period of active service, enter the statement "SERVICE IN (NAME OF COUNTRY DEPLOYED) FROM (inclusive dates for example, YYYYMMDD-YYYYMMDD)." 8. Army Regulation 600-8-22 (Military Awards) states the Afghanistan Campaign Medal is awarded to members who have served in direct support of Operation Enduring Freedom (OEF). The area of eligibility encompasses all the land area of the country of Afghanistan and all air spaces above the land area. The period of eligibility is on or after 24 October 2001 to a future date to be determined by the Secretary of Defense or the cessation of OEF. A bronze service star is authorized for wear with this medal for participation in each credited campaign. Approved designated Afghanistan campaigns are: * Liberation of Afghanistan (11 September 2001-30 November 2001) * Consolidation I (1 December 2001-30 September 2006) * Consolidation II (1 October 2006-date to be determined) DISCUSSION AND CONCLUSIONS: 1. The applicant's contention that his DD Form 214 is missing a deployment in Afghanistan has merit. 2. The DFAS records confirm he served in Kuwait from 9 September 2010 to 30 June 2011. However, his deployment orders and NCOER which show he served in Afghanistan are accepted as sufficient evidence with which to amend item 18 of his DD Form 214 to show he served in Afghanistan from 9 September 2010 to 30 June 2011. 3. As a related issue and based on his service in Afghanistan, he is entitled to the Afghanistan Campaign Medal with one bronze service star. His DD Form 214 should be corrected to show this medal.
