THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty), dated 6 April 2005, to show he was awarded military occupational specialty (MOS) 13M (multiple launch rocket system crewmember).
2. The applicant states MOS 13M was omitted from his DD Form 214.
3. The applicant provides a self-authored letter to the Army Review Boards Agency, dated 6 October 2010 and copies of a number of documents contained in of official military personnel file, which includes orders, Certificates of Achievement, Personnel Actions, Certificates of Training, Service School Academic Evaluation Reports, DD Forms 214, DD Form 215 (Correction to DD Form 214, Certificate of Release or Discharge from Active Duty), and DA
Form 2-1 (Personnel Qualification Record).
CONSIDERATION OF EVIDENCE:
1. With prior enlisted active duty and U.S. Army Reserve service, the applicant enlisted in the North Carolina Army National Guard (NCARNG) on 21 September 1984. He remained a member of the NCARNG through reenlistments and extensions.
2. Headquarters, 5th Battalion, 113th Field Artillery Orders 18-03 were published promoting the applicant to staff sergeant (E-6) and awarding him primary military occupational specialty (PMOS) 13M3O, effective10 September 1999.
3. Department of the Army, 1452nd Combat Heavy Equipment Transportation Company Orders 15-1 were published withdrawing PMOS 13M3O and awarding him PMOS 88M3O (Motor Transport Operator), effective 11 January 2001.
4. He was ordered to active duty in support of Operation Iraqi Freedom, effective 17 January 2004.
5. On 6 April 2005, the applicant was released from active duty (REFRAD) upon completion of his required active service. The DD Form 214 he received shows his PMOS as 88M3O.
6. Army Regulation 635-5 (Separation Documents) governs the preparation of the DD Form 214. It states that the DD Form 214 is a synopsis of the Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of active Army service at the time of REFRAD, retirement or discharge. It directs that the titles of all MOSs or areas of concentration (AOC) served in for at least one year will be entered in item 11 and will include the number of years and months served.
7. Army Regulation 611-201 (Military Occupational Classification Structure, Development and Implementation), paragraph 1-8, provides that the skill level denotes the level of qualification in total MOS. The skill level identifies the skills, proficiency, or ability typically required for successful performance at the grade with which the skill level is associated. Skill level 3 is associated with staff sergeant (E-6).
DISCUSSION AND CONCLUSIONS:
1. The applicant's contentions have been noted. His supporting documents have been considered.
2. However, his records show that while he was on active duty for the period covering his DD Form 214 dated 6 April 2005, he was serving in PMOS 88M3O.
3. His DD Form 214 properly shows his PMOS as 88M3O. In view of the foregoing, the applicant's request should be denied.
