THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of item 11 (Primary Specialty) of his
DD Form 214 (Certificate of Release or Discharge from Active Duty) to show he served in military occupational specialties (MOS):
* 00Z (Command Sergeant Major) 6 years
* 92Z5M (Senior Noncommissioned Logistician) 1 year and 3 months
* 92A5M (Automated Logistician) 26 years and 8 months
* 11B4X (Infantryman) 2 years
* 63B3P (Motor Sergeant) 2 years and 9 months
2. The applicant states, in effect, the information in the database is misrepresenting him as a retired master sergeant (MSG). It should show he retired as a first sergeant (1SG). It is very belittling, degrading and defaming of his character. His DD Form 214 should show he was retired according to Orders 054-0050 from Department of the Army, U.S. Army Garrison, Fort Eustis, Military Personnel Branch, dated 23 February 2010.
3. The applicant provides:

CONSIDERATION OF EVIDENCE:
1. On 15 September 1982, he enlisted in the Regular Army. He completed basic combat training (BCT) and advanced individual training (AIT) and he was awarded MOS 76C (Equipment Records and Parts Specialist) on 10 February 1983.
2. Army Regulation 611-201 (Enlisted Career Management Fields and Military Occupational Specialties), Issue Number 4, dated 1 April 1992 reflects that:
a. A variety of MOS's were in the supply field including MOS 76Y (Unit Supply Specialist), 76C, 76P (Materiel Control and Accounting Specialist), 76V (Materiel Storage and Handling Specialist) and 76X (Subsistence Supply Specialist).
b. In 1993 individuals holding MOS's 76C, P, V and X began reclassification and transition into a single specialty, 92A (Automated Logistical Specialist) and individuals holding MOS 76Y were transitioned into 92Y (Unit Supply Specialist).
c. By 1 July 1994, when issue number 5 of Army Regulation 611-201 was published, all MOSs in the 76 career management field had been deleted from the Armys inventory.
3. The available evidence shows the applicant was promoted or appointed to the following rank/grade and held the corresponding MOS and skill level:
* promoted to specialist four (SP4)/E-4 on 1 April 1984 and awarded primary MOS (PMOS) 76C1
* promoted to sergeant (SGT)/E-5 on 1 May 1986 and awarded PMOS 76V2 and secondary MOS (SMOS) 76C2
* promoted to staff sergeant (SSG)/E-6 on 1 August 1989 and awarded PMOS 76V3 and SMOS 76C3
* promoted to sergeant first class (SFC)/E-7 on 1 July 1994 and awarded PMOS 92A
* promoted to MSG/E-8 on 1 May 1998 and awarded PMOS 92A5
* performed the duties of company 1SG in MOS 92A5M from March 1999 through January 2001, during which time he completed the 1SG Course on 6 October 1999
* assumed the position of the Operations Noncommissioned Officer (NCO) (MSG position) in MOS 92A5 from February 2001 through June 2002
* promoted to sergeant major (SGM) on 1 September 2002 and awarded MOS 92Z5
* performed duties of supply division SGM in MOS 92Z from June 2002 through December 2003
* appointed as CSM on 9 December 2003 and awarded MOS 00Z
* performed duties of battalion CSM, MOS 00Z, from June 2003 through December 2007
* performed duties of garrison CSM, MOS 00Z, from January 2008 through May 2009
4. On 17 December 2009, he was convicted by a general court-martial of various specifications of misconduct. The court sentenced him to a reprimand, reduction to MSG/E-8, and 3 months in confinement. The convening authority approved his sentence on 4 August 2010.
5. He was retired on 31 July 2010 and placed on the retired list in his retired rank/grade of 1SG/E-8 on 1 August 2010: His DD Form 214 shows in:
a. Items 4a (Grade, Rate or Rank) and 4b (Pay Grade) "MSG" and "E-8" respectively.
b. Item 11 "92A5M Automated Logistical 26 years and 8 months" and "92Y5M Unit Supply Specialist 8 years and 1 month."
c. Item 12i (Effective Date of Pay Grade) "2002 09 01."
6. His records contain and he provides:
a. DA Forms 2166-7 for the periods April 1990 through March 1991, April 1991 through March 1992, and April 1992 through December 1992 which show he held PMOS 76V/92A and he performed duties in duty MOS (DMOS) 63B as an assistant motor sergeant.
b. A DA Form 2166-8 for the period November 1995 through October 1996 which shows he held PMOS 92A and performed duties in DMOS 11B as a drill sergeant.
c. DA Forms 2166-8 for the period June 2002 through May 2003 and June through December 2003 which show he held PMOS 92Z and he performed duties in DMOS 92Z as a supply division sergeant major.
d. Multiple DA Forms 2166-8 for the periods January through December 2004, January through December 2005, and January through December 2006, which show he held PMOS 00Z5 and performed duties in DMOS 00Z as a battalion CSM.
7. Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214. It states for item 11, enter the primary specialty, from the Enlisted Record Brief. Enter the titles of all MOS served for at least 1 year and include for each MOS the number of years and months served. For time determination, 16 days or more count as a month. Do not count BCT or AIT. For an enlisted Soldier, also specify the first 5 characters of the primary MOS code (MOSC), which includes the 3 characters of the MOS, the fourth character of skill and grade level in the MOS, and the fifth character of a special qualification identifier (SQI), if applicable. Enter "O" when not applicable. When MOSC (MOS Code) merge at the skill level 5, make separate entries for the highest skill level in each MOSC below the skill level 5.
8. In previous cases, the proponent of Army Regulation 635-5 confirmed that all MOS served
means all MOS held

DISCUSSION AND CONCLUSIONS:
1. The applicant was initially awarded PMOS 76C and he was promoted to SP4 in this MOS. He was promoted to SGT and SSG in PMOS 76C and he was awarded SMOS 76V. However, by the time he was promoted to SFC, MOS's 76C and 76V merged and MOS 92A was created. He held this MOS as an SFC/E-7 and as a MSG/E-8. He held MOS 92A until he was promoted to SGM on 1 September 2002.
2. He served in MOS 92Z5M from June 2002 through December 2003. He is entitled to have item 11 of his DD Form 214 corrected to show he held and served in this MOS 1 year and 8 months.
3. He served in MOS 00Z as a battalion CSM from June 2003 through December 2007 and as a garrison CSM from January 2008 through May 2009. He is entitled to have item 11 of his DD Form 214 corrected to show he held and served in this MOS 6 years.
4. He did not hold or serve in MOS 92Y5M. It appears his DD Form 214 erroneously lists this MOS in item 11.
5. With respect to MOS 11B and 63B, he was never trained in or awarded either MOS. He was simply performing duties and slotted in each DMOS, but he never held either MOS. Therefore, neither MOS should be listed on his DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
a. deleting from item 11 of his DD Form 214 the entries "92A5M Automated Logistical - 26 Years 8 Months//92Y5M Unit Supply Specialist - 8 Years
1 Month//Nothing follows."
b. adding to item 11 of his DD Form 214 the entries "92A5M Automated Logistical - 26 Years 8 Months//92Z5M Senior Noncommissioned Logistician - 1 Year 8 Months//00Z Command Sergeant Major 6 Years 0 Months//Nothing Follows."
2. The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to MOS 11B and MOS 63B.
