THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show he completed the Primary Leadership Development Course (PLDC) and any other applicable courses he completed during his Army service.
2. The applicant states adding PLDC and other applicable courses to his
DD Form 214 will allow the courses to be added to his transcript in the Army/American Council on Education Registry Transcript System (AARTS) so he can receive an American Council on Education recommendation [for college credit]. He further states the omissions could be due to clerical error or reasons he is not aware of.
3. The applicant provides a copy of his DD Form 214 and a certificate from the Seventh U.S. Army Noncommissioned Officers' Academy.
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicants failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame
provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicants failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. The applicant enlisted in the Regular Army on 31 July 1979. He was trained in and awarded military occupational specialty (MOS) 76Y (Unit Supply Specialist). He was honorably separated on 30 July 1986 and he was transferred to the U.S. Army Reserve (USAR) Control Group (Reinforcement) to complete his remaining Reserve obligation. He completed 7 years of creditable active service.
3. Item 14 (Military Education) of the applicant's DD Form 214 shows he completed the 7-week Unit Supply Specialist Course in 1979.
4. Item 17 (Civilian Education and Military Schools) of his DA Form 2-1 (Personnel Qualification Record) shows he completed the following courses:
* Supply Sergeant Orientation Course, 2 weeks, 1982
* Unit Supply Specialist, 7 weeks, 1979
* Headstart, 1 week, 1983
* Small Arms Maintenance, 1 week, 1984
* PLDC, 4 weeks, 1984
* Unit/Organization Supply Procedures Course, 2 weeks, 1985
5. The applicant's record includes certificates of training/completion for the following:
* Supply Sergeant Orientation Course
* Unit/Organizational Supply Procedures Course
* Headstart German Classes
6. Army Regulation 635-5 (Personnel Separations: Separation Documents), in effect at the time, states the following will be listed in item 14 of the DD Form 214: in-service training courses; title, number of weeks, and year successfully completed during the period of service. Examples of courses to be listed include medical, dental, electronics, supply, administration, personnel, or heavy equipment operations. This information is to assist the member after separation in job placement and counseling; therefore, training courses for combat skills will not be listed.
DISCUSSION AND CONCLUSIONS:
1. The applicant's request for correction of his DD Form 214 to show he completed the PLDC and other applicable courses is supported by the evidence.
2. The record shows the applicant completed the following six in-service training courses which were authorized to be listed in item 14 of the DD Form 214:
* Supply Sergeant Orientation Course, 2 weeks, 1982
* Unit Supply Specialist, 7 weeks, 1979
* Headstart [German], 1 week, 1983
* Small Arms Maintenance, 1 week, 1984
* PLDC, 4 weeks, 1984
* Unit/Organization Supply Procedures Course, 2 weeks, 1985
3. Of the six courses, the applicant's DD Form 214 shows only the Unit Supply Specialist Course. He is entitled to correction of his record to show the remaining five courses.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the following military courses to item 14 of his DD Form 214:
