      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his DD Form 214 (Certificate of Release or
Discharge from Active Duty) be corrected to show all awards and course
completions.

2.  The applicant states, in effect, that the awards and course completions
were left off his DD Form 214 and that the corrections should be made in
order to reflect his accomplishments during honorable military service.

3.  The applicant provides a copy of his DD Form 214, a certificate and
orders for award of the Meritorious Service Medal, eight certificates of
training, two course completion certificates and several letters of
appreciation and of commendation.

CONSIDERATION OF EVIDENCE:

1.  The applicant is requesting correction of an alleged error which
occurred on 24 February 1992, the date of his separation from active duty.
The application submitted in this case is dated 11 January 2005.

2.  Title 10, U.S. Code, Section 1552(b), provides that applications for
correction of military records must be filed within 3 years after discovery
of the alleged error or injustice.  This provision of law allows the Army
Board for Correction of Military Records (ABCMR) to excuse failure to file
within the 3-year statute of limitations if the ABCMR determines that it
would be in the interest of justice to do so.  In this case, the ABCMR will
conduct a review of the merits of the case to determine if it would be in
the interest of justice to excuse the applicant’s failure to timely file.

3.  The applicant enlisted in the Regular Army on 27 August 1973 for a
period of four years.  He completed basic training and advanced individual
training and was awarded military occupational specialty 13B (Ammo
Handler).  He was discharged on 18 August 1977 for the purpose of immediate
reenlistment.

4.  On 19 August 1977 he reenlisted, completed a second advanced individual
training and was awarded military occupation specialty 72E (Teletype
Communication Operator).  He continued to serve on active duty through a
series of reenlistments until being discharged on 24 February 1992, with a
total of 18 years, 5 months and 28 days of active service.


5.  The applicant's DD Form 214 does not show award of the Meritorious
Service Medal.

6.  The applicant provided U.S. Army Signal Center and Fort Gordon
Permanent Orders 46-3 dated 16 March 1987 and a copy of an award
certificate with a full citation which awarded him the Meritorious Service
Medal for outstanding meritorious service during the period 5 January 1982
to 1 October 1986.

7.  Item 14 (Military Education) of the applicant's DD Form 214 shows he
received credit for the Air Assault Course, Tactical Telecommunication
Operator Course, Basic Leadership Course, and the Primary Leadership
Development Course.

8.  The Training Certificates, provided by the applicant, along with
information from his Department of the Army Form 2-1 (Personnel
Qualification Record), indicate he successfully completed the 4 week
Primary Non-Commissioned Officer Course at Fort Gordon, Georgia in June
1976, the 1 weak Student Leadership Course at Fort Gordon, Georgia in
November 1977, the 1 week Headstart to Italian Course in Vicenza, Italy in
March 1979, the 1 week Typing and Military Correspondence Course in
Vicenza, Italy in March 1981, the 1 week Principles of Counseling Course at
Fort Gordon, Georgia in July 1982, the 1 week Group-Paced and Self-Paced
Instructor Training Course at Fort Gordon, Georgia in August 1983, the 2
week Platoon Sergeants Course at Fort Gordon, Georgia in April 1984, and
the 6 week Army Recruiter Course at Fort Benjamin Harrison, Indiana in July
1986.

9.  The applicant provided a copy of a Bureau of Apprenticeship and
Training Certificate of Completion of Apprenticeship dated September 1986,
and a number of Letters of Appreciation and Letters of Commendation.

10.  Army Regulation 635-5 (Separation Documents) provides instruction for
the preparation of the DD Form 214.  It states, in pertinent part, that
decorations, medals, citations and campaign ribbons awarded and authorized
will be listed in the appropriate item of the DD Form 214.  This regulation
does not authorize the listing of certificates of service or achievement
and/or letter of commendation.  However, Army Regulation 600-8-22 provides
that certificates of achievement or certificates and other documents
recognizing periods of faithful service or acts which do not meet the
criteria for decorations will be distributed to the individual's Military
Personnel Records Jacket and Official Military Personnel File per Army
Regulation 600-8-104 (Military Personnel Information Management/Records).


DISCUSSION AND CONCLUSIONS:

1.  Records show that the applicant was awarded the Meritorious Service
Medal. Therefore, his DD Form 214 should be corrected to show award of the
Meritorious Service Medal.

2.  The applicant's Military Records along with the Certificates of
Training show that the applicant received training in the following
courses: Primary Non-Commissioned Officer Course, 4 weeks, June 1976,
Student Leadership Course 1 week, November 1977, Headstart to Italian
Course, 1 week, March 1979, Typing and Military Correspondence Course, 1
week, March 1981, Principles of Counseling Course, 1 week, July 1982, Group-
Paced and Self-Paced Instructor Training Course, 1 week, August 1983,
Platoon Sergeants Course, 2 week, April 1984, and Army Recruiter Course, 6
week, July 1986.  Therefore, the applicant's DD Form 214 should be
corrected to show that he attended these courses in addition to the ones
presently listed on his DD Form 214.

3.  The applicant's request for correction of his DD Form 214 to show the
Letters of Appreciation and Commendations are noted.  However, based on
governing regulation, these documents are not recorded on the DD Form 214.

4.  The Letters of Appreciation and Commendations recognize periods of
faithful service, therefore, the Letters of Appreciation and Commendations
should be placed in the applicant's Official Military Personnel File.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief and to excuse failure to timely
file.  As a result, the Board recommends that all Department of the Army
records of the individual concerned be corrected by amending his DD Form
214 to show:

      a.  award of the Meritorious Service Medal; and


      b.  that he attended the Primary Non-Commissioned Officer Course,
   4 weeks, June 1976, the Student Leadership Course 1 week, November 1977,
the Headstart to Italian Course, 1 week, March 1979, the Typing and
Military Correspondence Course, 1 week, March 1981, the Principles of
Counseling Course, 1 week, July 1982, the Group-Paced and Self-Paced
Instructor Training Course, 1 week, August 1983, the Platoon Sergeants
Course, 2 week, April 1984, and the Recruiting and Retentions Course, 6
week, July 1986.

2.  The Board recommends that a copy of the Letters of Appreciation and
Commendations be placed in the applicant's Official Military Personnel
File.

3.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
correction of his DD Form 214 to show the Letters of Appreciation and
Commendations
