THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of item 11 (Primary Specialty) on her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show military occupational specialty (MOS) 25S (SATCOM Systems Oper-Maintainer); item 
13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) to show the Army Service Ribbon, National Defense Service Medal, and Global War on Terrorism Service Medal; and item 14 (Military Education) to show she completed basic combat training and the SATCOM Systems Oper-Maintainer Course.

2.  The applicant states these items are not listed on her DD Form 214. 

3.  The applicant provides:

* DD Form 214
* certificate of training and diploma for the SATCOM Systems Oper-Maintainer Course
* certificate of completion for Basic Combat Training
*  MOS orders

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 12 May 2005 for a period of 
6 years.  She completed basic combat training at Fort Jackson, South Carolina.  She completed the SATCOM Systems Oper-Maintainer Course at Fort Gordon, Georgia and was awarded primary MOS 25S effective 30 August 2006.  On 
19 November 2006, the applicant was honorably discharged for physical disability (severance pay).  

2.  Items 11, 13 and 14 on the applicant's DD Form 214 show the entry "NONE//NOTHING FOLLOWS."

3.  The applicant provided a certificate which shows she completed basic combat training at Fort Jackson, South Carolina on 30 September 2005.

4.  The applicant provided certificate of training and a diploma which show she completed the 22-week (Phase I and Phase 2) SATCOM Systems Oper-Maintainer Course on 30 August 2006.

5.  The applicant provided MOS orders which show she was awarded primary MOS 25S on 30 August 2006.

6.  The applicant enlisted in the Regular Army on 6 August 2009 for a period of 
4 years.

7.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army.  It establishes standardized policy for the preparation of the DD Form 214.  It states for item 11, enter from the Enlisted Record Brief the titles of all MOS served for at least 1 year and includes for each MOS the number of years and months of service.  The regulation states that item 
14 will list in-service training courses; title, number of weeks, year successfully completed during this period of service.  Training courses for combat skills will not be listed.  Subsequent clarification with the proponent of the regulation indicated that the 1-year rule is not hard and fast.

8.  Army Regulation 600-8-22 (Military Awards) states the Army Service Ribbon was established by the Secretary of the Army on 10 April 1981.  Effective 1 August 1981, all members of the Active Army, Army National Guard, and Army Reserve in an active Reserve status are eligible for the award upon successful completion of initial entry training.  

9.  Army Regulation 600-8-22 states the National Defense Service Medal is awarded for honorable active service for any period between 27 July 1950 and 27 July 1954, 
1 January 1961 and 14 August 1974, 2 August 1990 and 30 November 1995, and 
11 September 2001 and a date to be determined.  

10.  Army Regulation 600-8-22 states the Global War on Terrorism Service Medal is authorized for award to members of the Armed Forces of the United States who have participated in the Global War on Terrorism operations outside of the designated areas of eligibility on or after 11 September 2001 to a future date to be determined.  All Soldiers on active duty, including Reserve Component Soldiers mobilized or National Guard Soldiers activated, on or after 11 September 2001 to a date to be determined having served 30 consecutive days or 60 nonconsecutive days are authorized the Global War on Terrorism Service Medal.  

DISCUSSION AND CONCLUSIONS:

1.  The applicant served in MOS 25S for 3 months; therefore, item 11 on her DD Form 214 should be corrected to show this MOS.

2.  Evidence of record shows the applicant completed advanced individual training in August 2006.  Therefore, she is entitled to award of the Army Service Ribbon and correction of item 13 on her DD Form 214.

3.  The applicant served a period of qualifying service for award of the National Defense Service Medal and the Global War on Terrorism Service Medal.  Therefore, item 13 on her DD Form 214 should be corrected to show these medals. 

4.  Although the applicant completed basic combat training, the governing regulation states that training courses for combat skills will not be listed on the DD Form 214.  Therefore, there is no basis for granting the applicant’s request to show this training course in item 14 on her DD Form 214.

5.  Evidence of record shows the applicant completed the 22-week SATCOM Systems Oper-Maintainer Course on 30 August 2006.  Therefore, item 14 on her DD Form 214 should be corrected to show this course.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  deleting the entries "NONE//NOTHING FOLLOWS" in items 11, 13 and 
14 on her DD Form 214; 

	b.  amending item 11 on her DD Form 214 to show she served in MOS 25S for 
3 months;

	c.  adding the Army Service Ribbon, National Defense Service Medal, and Global War on Terrorism Service Medal in item 13 on her DD Form 214; and

	d.  adding the entry "SATCOM SYSTEMS OPER-MAINTAINER COURSE, 
22 WEEKS, 2006" in item 14 on her DD Form 214. 
   
2.  The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to amending item 14 on her DD Form 214 to show she completed basic combat training.
