      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, correction of Item 13 (Decorations,
Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) and
Item 14 (Military Education) of her 20 May 2005 separation document (DD
Form 214).

2.  The applicant states, in effect, that she was awarded the Army
Commendation Medal (ARCOM) on 28 March 2005, which was not included in Item
13 of her DD Form 214.  She also claims she completed the following
training that should be added to Item 14 of her separation document:  Mail
Clerk; Joint Tactical Information Distribution System Course (JTIDS); and
Multi-TDL Advanced Joint Interoperability Course (MAJIC).

3.  The applicant provides the following documents in support of her
application:  ARCOM Certificate; Recommendation for Award (DA Form 638); DD
Form 214; JTIDS and MAJIC Graduation Certificates; and Appointment of
Military Postal Clerk, Unit Mail Clerk, or Mail Orderly (DD Form 285).

CONSIDERATION OF EVIDENCE:

1.  The applicant’s record shows she enlisted in the Regular Army and
entered active duty on 21 May 2002.  She was trained in, awarded, and
served in military occupational specialty (MOS) 14J (Early Warning System
Operator), and the highest rank she attained while serving on active duty
was specialist (SPC).

2.  The applicant’s record also shows that on 20 May 2005, she was
honorably released from active duty (REFRAD), by reason of completion of
required active service, after completing a total of 3 years of active
military service.

3.  Item 13 of the DD Form 214 she was issued on 20 May 2005 shows she
earned the following awards during her tenure on active duty:  Army
Achievement Medal; National Defense Service Medal; Global War on Terrorism
Expeditionary Medal; Global War on Terrorism Service Medal; Army Service
Ribbon; and Overseas Service Ribbon.

4.  Item 14 of the applicant’s DD Form 214 lists the following courses she
completed:  Air Defense C41 Tactical Operations Center Operator/Maintainer;
German Headstart; and Defense Driving Phase I/II.

5.  The applicant provides a DA Form 638 and ARCOM Certificate that shows
she was awarded the ARCOM, for meritorious service during the period
January 2003 through May 2005.
6.  The applicant also provides a Graduation Certificate that shows she
attended JTIDS Class Number 03011 from 18 through 20 August 2003, and that
she successfully completed the course.  She also provides a Graduation
Certificate that shows she attended MAJIC Class Number 03007 from 21
through 29 August 2003, and that she successfully completed the course.

7.  The applicant also provides a DD Form 285 that shows she was appointed
a Mail Orderly for her unit on 7 June 2004.  However, there is no
indication that she completed a formal training course to qualify for this
appointment.

8.  Army Regulation 635-5 (Separation Documents) prescribes the separation
documents that must be prepared for Soldiers on retirement, discharge,
release from active duty service, or control of the Active Army.  It also
establishes standardized policy for preparing and distributing the DD Form
214.  Chapter 2 contains item-by-item instructions for preparation of the
DD Form 214.  The instructions for Item 13 are to list awards and
decorations for all periods of service in the priority sequence and that
each entry will be verified by the Soldier's records.  The instructions for
Item 14 are to list formal in-service
(full-time attendance) training courses successfully completed during the
period of service covered by the DD Form 214, and the entry should include
title, length in weeks, and year completed.  It further states that this
information is to assist the Soldier in job placement and counseling;
therefore, do not list training courses for combat skills.

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record confirms the applicant was awarded the ARCOM
for her meritorious service during the period 28 January 2003 through 20
May 2005.  Therefore, it would be appropriate to add this award to her
record and separation document at this time.

2.  The evidence also confirms the applicant completed the JTIDS and MAJIC
courses in 2003, as evidenced by the graduation certificates provided by
the applicant.  Thus, it would be appropriate to add these courses to Item
14 of her DD Form 214.

3.  The applicant’s claim that she completed a formal in-service (full-time
attendance) training course prior to being appointed a mail orderly was
also carefully considered.  However, absent documentary evidence confirming
that she completed a formal training course prior to receiving this
appointment, there is an insufficient evidentiary basis to support granting
this requested relief.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief.  As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected by amending her 20 May 2005 DD Form 214 as follows:
Item 13- by adding the Army Commendation Medal and Item 14 by adding the
entries “Joint Tactical Information Distribution System Course/1 week/2003”
and “Multi-TDL Advanced Joint Interoperability Course/1 week/2003”; and by
providing her a correction to her separation document that includes these
changes.

2.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
adding training she completed to obtain her Mail Orderly appointment.
