THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show:

	a.  award of the Bronze Star Medal,

	b.  award of the Army Commendation Medal, and

	c.  completion of the Arabic Language Course.

2.  The applicant states the awards were not included on his DD Form 214 due to deployment delays which resulted in them not being processed in a timely manner.  He also states the 63-week Arabic Language Course was not posted on his DD Form 214 due to the fact he did not have the original certificate of completion on hand at the time.

3.  The applicant provides copies of his DD Form 214, a Defense Language Institute diploma, a DA Form 4980-5-WT (Bronze Star Medal Certificate), and a DA Form 4980-14 (Army Commendation Medal Certificate) as documentary evidence in support of this application.

CONSIDERATION OF EVIDENCE:

1.  The applicant's record shows he enlisted in the Regular Army on 13 November 2003.  He completed basic combat training and advanced individual training (AIT).  Upon completion of AIT, he was awarded primary military occupational specialty (MOS) 35M (Human Intelligence Collector) and special qualification identifier (SQI) "L," indicating he was a qualified linguist in a foreign language.  The highest rank/grade the applicant achieved while serving on active duty was the rank of staff sergeant/pay 
grade E-6.  On 15 February 2009, the applicant was released from active duty with an honorable characterization of service and transferred to the U.S. Army Reserve Control Group (Reinforcement).

2.  The applicant's record contains a DA Form 3286-63 (Statement for Enlistment - U.S. Army Training Enlistment Program) which shows, in pertinent part, he was assured of linguist training as a condition of his enlistment.

3.  The applicant provides a diploma, dated 14 July 2005, showing he completed the 63-week basic program of instruction in the Arabic language offered by the Defense Language Institute Foreign Language Center located in the Presidio of Monterey, California.  A thorough review of his record shows his MOS consistently appears with SQI "L."

4.  The applicant's record contains (and he also provides) a DA Form 4980-5-WT which shows Permanent Orders 331-011, dated 26 November 2008, awarded him the Bronze Star Medal for exceptionally meritorious achievement as a senior interrogator for a joint task force in support of Operation Iraqi Freedom during the period 14 July 2007 to 16 September 2008.

5.  The applicant's record contains (and he also provides) a DA Form 4980-14 which shows 525th Base Support Battalion Permanent Orders 042-17, dated 11 February 2009, awarded him the Army Commendation Medal for exceptionally meritorious service while assigned as a human intelligence collector during the period 13 November 2003 to 15 February 2009.

6.  Item 14 (Military Education) of the applicant's DD Form 214 does not show the applicant's completion of the 63-week SQI-producing Arabic Language Course in 2005.

7.  Item 13 (Decorations, Medals, Badges, Citations, and Campaign Ribbons Awarded or Authorized) of the applicant's DD Form 214 does not show award of either the Bronze Star Medal or the Army Commendation Medal.

8.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents that must be prepared for Soldiers upon retirement, discharge, or release from active duty service or control of the Active Army.  This regulation also establishes the standardized policy for preparing and distributing the DD Form 214.  
	a.  Item 13 will show decorations, medals, badges, citations, and campaign ribbons awarded or authorized for all periods of service.

	b.  Item 14 will show the Soldier's military education from his/her records by listing formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214.

DISCUSSION AND CONCLUSIONS:

1.  The applicant's contentions that his DD Form 214 should be corrected to show award of the Bronze Star Medal, the Army Commendation Medal, and his completion of the Arabic Language Course were carefully considered and determined to have merit.

2.  The evidence shows the applicant completed the 63-week SQI-producing Arabic Language Course on 14 July 2005.  Therefore, he is entitled to correction of his DD Form 214 to show completion of this 63-week course as follows:  "ARABIC LANGUAGE COURSE, 63 WEEKS, 2005."

3.  Permanent orders awarded the applicant the Bronze Star Medal.  Therefore, he is entitled to correction of his DD Form 214 to show this award.

4.  Permanent orders awarded the applicant the Army Commendation Medal.  Therefore, he is entitled to correction of his DD Form 214 to show this award.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that the applicant's DD Form 214 be corrected by adding:

	a.  the Bronze Star Medal and the Army Commendation Medal to item 13;

	b.  adding the entry ""ARABIC LANGUAGE COURSE, 63 WEEKS, 2005" to item 14; and

	c.  providing the applicant a correction to his DD Form 214 to show these changes.
