	The Board considered the following evidence:

	Exhibit A - Application for correction of military records.

	Exhibit B - Military Personnel Records (including advisory opinion, if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his Certificate of Release or Discharge from Active Duty (DD Form 214) to show his foreign language training, award of the Global War on Terrorism Service Medal, and award of the Afghanistan Campaign Medal.

2.  The applicant states that he completed the Arabic Modern Basic Course in 1998, and served in Afghanistan from 21 January 2003 to 5 July 2003 in support of Operation Enduring Freedom.  

3.  The applicant provides copies of his DD Form 214, official transcripts, assignment orders, award recommendations and orders, travel vouchers, and plane tickets. 

CONSIDERATION OF EVIDENCE:

1.  On 22 July 1998, the applicant enlisted in the Regular Army.  He completed his initial training and was awarded military occupational specialty 97E2O (Human Intelligence Collector)  

2.  On 14 May 1999, the applicant completed, with honors, the Arabic Modern Basic Course (66 weeks) at the Defense Language Institute, Monterey, California.  

3.  On 1 October 2001, the applicant was promoted to sergeant, pay grade E5.

4.  On 10 February 2004, the applicant was honorably released from active duty and transferred to the United States Army Reserve Control Group (Reinforcement).  He had completed 6 years, 6 months, and 19 days of creditable active service.

5.  Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) of the applicant’s DD Form 214 lists his awards as the Army Commendation Medal (2nd Award), Joint Service Achievement Medal, Army Achievement Medal (4th Award), Army Good Conduct Medal (2nd Award), National Defense Service Medal, Armed Forces Expeditionary Medal, Kosovo Campaign Medal, Noncommissioned Officer’s Professional Development Ribbon, Army Service Ribbon, Overseas Service Ribbon, North Atlantic Treaty Organization Medal, and the Expert Marksmanship Qualification Badge with Rifle Bar.  It does not show the Global War on Terrorism Service Medal or the Afghanistan Campaign Medal.
6.  Item 14 (Military Education) of the applicant’s DD Form 214 shows that he completed the Human Intelligence Collector Course, Combat Lifesaver Course, Driver’s Training Course, Primary Leadership Development Course, Spitfire Radio Operator’s Course, and the Foreign Military Intelligence Collection Activity Certification Course.  It does not show completion of the Arabic Modern Basic Course.

7.  Army Regulation 600-8-22 (Military Awards) provides, in pertinent part, for award of the Global War on Terrorism Service Medal.  This award is designated for Soldiers who have participated in or served in support of Global War on Terrorism Operations outside of the designated area of eligibility determined for award of the Global War on Terrorism Expeditionary Medal on or after 
11 September 2001 to a date to be determined.  All Soldiers on active duty, including Reserve Component Soldiers mobilized or National Guard Soldiers activated, on or after 11 September 2001 to a date to be determined, having served 30 consecutive days or 60 nonconsecutive days are authorized this award. 

8.  Army Regulation 600-8-22 (Military Awards) provides, in pertinent part, for award of the Afghanistan Campaign Medal.  Award of the Afghanistan Campaign Medal is authorized for service in direct support of Operation Enduring Freedom on or after 24 October 2001 to a future date to be determined by the Secretary of Defense or the cessation of the operation.  The area of eligibility includes all land areas and air spaces of the country of Afghanistan.  To qualify for award of this campaign medal, service members must have been assigned or attached to or mobilized with units operating in this area of eligibility for 30 consecutive days or for 60 non-consecutive days or meet one of the following criteria:  a) be engaged in combat during an armed engagement, regardless of the time in the area of eligibility; b) is medically evacuated from the area of eligibility for wounds or injuries resulting from participation in an operation or official duties; or c)  participates as a regularly assigned air crewmember flying sorties into, out of, within or over the area of eligibility in direct support of the military operations [each day of operations counts as one day of eligibility].  This campaign medal may be awarded posthumously.

DISCUSSION AND CONCLUSIONS:

1.  The evidence clearly shows that the applicant completed the Arabic Modern Basic Course at the Defense Language Institute during this period of active duty. Therefore, his records should be corrected to show this training.  

2.  The evidence clearly shows that the applicant served on active duty during a qualifying period for award of the Global War on Terrorism Service Medal.  Therefore, his records should be corrected to show this award.

3.  The evidence clearly shows that the applicant served during a qualifying period in Afghanistan for award of the Afghanistan Campaign Medal.  Therefore, his records should be corrected to show this award.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  showing that, in addition to the awards shown on his DD Form 214, his authorized awards include the Global War on Terrorism Service Medal and the Afghanistan Campaign Medal; and

b.  showing that, in addition to the military training shown on his DD Form 214, he completed the Arabic Modern Basic Course (66 weeks) in May 1999.
