THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show completion of a 63-week language course.
2. The applicant states block 14 (Military Education) of his DD Form 214 should show his 2010 completion of the 63-week Korean Language Basic Course at the Defense Language Institute (DLI). He contends that all other DD Forms 214 from DLI have similar entries.
3. The applicant provides copies of his DD Form 214, Orders 130-11, Orders 319-02, DLI Foreign Language Center (FLC) Official Transcript, and the DD Form 214 of another Soldier showing the requested entry.
CONSIDERATION OF EVIDENCE:
1. The applicant entered active duty for training as a member of the U.S. Army Reserve (USAR) on 18 November 2008. He was released from active duty at Fort Huachuca, Arizona, on 24 November 2010 to the control of his USAR unit. He completed 2 years and 7 days of active service during this period.
2. The Fort Huachuca Transition Center issued his DD Form 214.
3. Block 14 of his DD Form 214 shows completion of the 15-week Voice Interceptor Course in 2010.
4. The Interactive Personnel Electronic Records Management System contains no evidence that the applicant completed a Korean language course and no Enlisted Record Brief (ERB).
5. The applicant provided Headquarters, U.S. Army Installation Management Command, and Headquarters, U.S. Army Garrison, Presidio of Monterey, Orders 130-11, dated 10 May 2010, showing he was released from the DLI Foreign Language Center effective 16 July 2010 to attend the 241-35M1O (Human Intelligence Collector) Course for a period of 18 weeks and 4 days or completion of advanced individual training.
6. The applicant provided his DLI FLC Official Transcript, dated 25 June 2010, showing completion requirements include meeting all the requirements of the course plus a requirement to meet the exit examination (Defense Language Proficiency Test) criteria. There is no evidence to show the applicant passed the proficiency test.
7. The applicant provided his DLI FLC Official Transcript, dated 25 June 2010, showing completion of the Korean Basic Language Course.
8. The applicant provided U.S. Army Intelligence Center and Fort Huachuca Orders 319-02, dated 15 November 2010, showing he was released from training upon graduation from the 35P (Cryptologic Linguist) Course.
9. Army Regulation 635-5 (Separation Documents) provides guidance for completion of the DD Form 214. The instruction for block 14 states to list those courses shown on the individual's ERB.
DISCUSSION AND CONCLUSIONS:
There is no evidence in the applicants records that the applicant successfully completed the 63 week DLI-Korean language basic course. Additionally, there is no evidence that the applicant successfully completed the exit examination (Defense Language Proficiency Test) criteria. Therefore, there is insufficient evidence to enter the Korean Language Basic Course on the applicant's DD Form 214 at this time.
