THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to show entitlement to two bronze service stars to be worn with his Iraq Campaign Medal. 

2.  The applicant states, in effect, that effective 21 April 2008, the Under Secretary of Defense authorized the wear of bronze service stars for campaigns in Iraq and he wants his DD Form 214 corrected to show bronze service stars for the Liberation of Iraq and Transition of Iraq campaigns.

3.  The applicant provides a copy of a Proof of Service memorandum, DD Form 215 (Correction to DD Form 214), DD Form 214, and a letter written to the Army Review Boards Agency, St Louis, Missouri in support of this application.

CONSIDERATION OF EVIDENCE:

1.  The applicant's military records show that after having completed 4 years, 
7 months, and 10 days of prior inactive service, he was ordered to active duty as a Reservist in support of Operation Enduring Freedom on 28 February 2003.  

2.  The DD Form 214 he was issued shows he served until he was honorably released from active duty and transferred to his Reserve unit in Upland, California, on 5 April 2004, due to completion of required active service.  He had completed 1 year, 1 month, and 8 days of active military service during the period covered by the DD Form 214.  

3.  The available DD Form 214 and DD Form 215 show the applicant was authorized the following awards:  Iraq Campaign Medal, Global War on Terrorism Service Medal, Combat Action Badge, Good Conduct Medal, Army Reserve Components Achievement Medal, National Defense Service Medal, Armed Forces Reserve Medal with Mobilization ("M") Device, Noncommissioned Officers Professional Development Ribbon with Numeral 2, Army Service Ribbon, and the Driver and Mechanic Badge with Driver-W Bar.

4.  Item 18 (Remarks) of the applicant's DD Form 214 confirms he served in Iraq from 15 April through 1 December 2003 and from 16 December 2003 through 
10 March 2004.

5.  Department of Defense Message Number 328-08, dated 21 April 2008, authorized the wear of campaign stars on the Iraq Campaign Medal.  During the applicant's tours in Iraq he participated in the Liberation of Iraq (9 March 2003 – 
1 May 2003) and the Transition of Iraq (2 May 2003 – 28 June 2004) campaigns.  Service stars recognize a service member's participation in Department of Defense designated campaigns in Afghanistan and Iraq.  Service members, who have qualified for the Iraq Campaign Medal, may display a bronze service star on their medal for each designated campaign phase in which they participated.

DISCUSSION AND CONCLUSIONS:

1.  The applicant was awarded the Iraq Campaign Medal.  The dates of the applicant’s service in Iraq entitle him to bronze service stars for the Liberation of Iraq (19 March 2003 – 1 May 2003) and the Transition of Iraq (2 May 2003 – 
28 June 2004) campaigns.

2.  Therefore, he is entitled to have his DD Form 214 corrected to show two bronze service stars to be worn with his Iraq Campaign Medal.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending his DD Form 214 for the period ending 5 April 2004 to show two bronze service stars to be affixed to his already-awarded Iraq Campaign Medal.
