THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his records to show he is authorized two campaign stars.

2.  The applicant states that based on his service in Iraq he is entitled to two campaign stars.

3.  The applicant provides copies of a DD Form 214 (Certificate of Release or Discharge from Active Duty), a DD Form 215 (Correction to DD Form 214), and a copy of MILPER [Military Personnel] Message Number 08-123 (Afghanistan Campaign Medal and Iraq Campaign Medal Campaign Stars) in support of this application.

CONSIDERATION OF EVIDENCE:

1.  The applicant is currently serving in the U.S. Army Reserve (USAR) in the rank/grade of colonel (COL)/O-6.

2.  On a previous Army Board for Correction of Military Records (ABCMR) Record of Proceedings, dated 31 May 2007, the applicant's records were corrected by issuance of a DD Form 215, dated 5 September 2007, to add to item 13 of his DD Form 214 for the period ending 9 May 2004 the Combat Action Badge, Iraq Campaign Medal, and the Overseas Service Ribbon.



3.  Army Human Resources Command (AHRC) MILPER Message Number
08-123 provides the guidance and criteria, applicability, and standards on awarding and wear of service stars on the Iraq Campaign Medal (ICM).  It states, in pertinent part, that one bronze service star will be worn on the ICM for one or more days of participation in each designated campaign phase.  Approved designated ICM campaign phases and inclusive periods are listed below:

Liberation of Iraq/19 Mar 2003 - 1 May 2003 
Transition of Iraq/2 May 2003 - 28 Jun 2004 
Iraq Governance/29 Jun 2004 - 15 Dec 2005 
National Resolution/16 Dec 2005 – Date to be determined

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends that he is entitled to the Iraq Campaign Medal with two bronze service stars

2.  Based on the applicant's period of service in Iraq from 22 March 2003 – 
21 March 2004, he is entitled to two bronze service stars for wear on his already-awarded Iraq Campaign Medal.  Therefore, his records should be corrected to show the Iraq Campaign Medal with two bronze service stars.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by 




deleting from item 13 of the applicant's DD Form 214 for the period ending 9 May 2004 the entry "Iraq Campaign Medal" and replacing it with the entry "Iraq Campaign Medal with two bronze service stars."
