THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, correction to his DD Form 214 (Certificate of Release or Discharge from Active Duty), Item 14 (Military Education), to show he completed the Airborne Course in 1998.

2.  The applicant states, in effect, that he completed 4 weeks of this course and it should be shown on his DD Form 214.

3.  In support of his application, the applicant provides copies of his Airborne Course diploma, his orders for award of the Parachutist Badge, and his DD Form 214.

CONSIDERATION OF EVIDENCE:

1.  The applicant's military record shows he enlisted in the Army Delayed Entry Program (DEP) on 21 February 1998.  He was discharged from the DEP on
6 July 1998 and enlisted in the Regular Army, in pay grade E-1, on 7 July 1998.  He completed basic combat and advanced individual training and was awarded military occupational specialty (MOS) 92Y (Unit Supply Specialist).

2.  The applicant submits a copy of his diploma, dated 11 December 1998, issued upon completion of the Airborne Course.  He also submits a copy of Headquarters, 


U.S. Army Infantry Center, Fort Benning, GA, Permanent Orders 333-300, dated 29 November 1998, awarding him the Parachutist Badge on 11 December 1998.  The Airborne Course is not shown on his DD Form 214.

3.  On 4 March 2009, the Noncommissioned Officer in Charge, Airborne School Student Accountability, Fort Benning, GA, informed a Board analyst that the Airborne Course has always been 3 weeks long.

4.  The applicant was honorably discharged from active duty, in pay grade E-5, on 19 March 2007.  

5.  Army Regulation 635-5 (Separation Documents) governs the preparation of the DD Form 214.  It states, in pertinent part, that Item 14 will list resident and military school training courses of 40 hours or more successfully completed during the period of service covered by the DD Form 214.  The list will include the title, length in weeks, and the year completed.  This information is to assist the Soldier in job placement and counseling; therefore, training courses for combat skills will not be listed.

DISCUSSION AND CONCLUSIONS:

1.  The evidence submitted by the applicant shows he successfully completed the Airborne Course in 1998.  Because airborne training is not a strictly combat skills course, the applicant's DD Form 214 should be amended to show in Item 14 he completed the Airborne Course.  

2.  In view of the foregoing, the applicant’s records should be corrected as recommended below.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to Item 14 of his DD Form 214 the entry "Airborne Course, 3 weeks, 1998" and providing the applicant a correction to his separation document that includes this correction.
