THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show all of his authorized awards and military education.

2.  The applicant states he failed to ensure his DD Form 214 was completely accurate when he separated from military service.

   a.  He states he was awarded the two Army Commendation Medals (ARCOM), three Army Achievement Medals (AAM), the Noncommissioned Officer Professional Development Ribbon (NPDR) with Numeral 2, German Armed Forces Efficiency Badge, and German Jump Wings.  In addition, he completed the Jumpmaster Course and Basic Noncommissioned Officer Course (BNCOC).

   b.  He adds that he recently returned to active duty and is attempting to update his military personnel records.

3.  The applicant provides copies of two ARCOM and three AAM certificates, two foreign award certificates, two memoranda, two diplomas, a DA Form 1059 (Service School Academic Evaluation Report), and his DD Form 214.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army (RA) on 4 November 1993.  He was awarded military occupational specialty 11B (Infantryman).
2.  He reenlisted in the RA on 3 March 1997 for a period of 3 years.  He served overseas in Korea from 17 April 1998 through 11 April 1999.

3.  The applicant's DA Form 2-1 (Personnel Qualification Record) shows in
item 17 (Civilian Education and Military Schools), in pertinent part, he completed the 3-week Basic Airborne course in 1994.

4.  A review of the applicant's Army Military Human Resource Record revealed copies of the following documents:

* DA Form 4980-14 (ARCOM Certificate) that shows Headquarters, 
2nd Brigade, 2nd Infantry Division (Korea), Permanent Order Number 092-12, dated 2 April 1999, awarded him the ARCOM for meritorious service from 18 April 1998 to 16 April 1999
* DA Form 4980-14 that shows Headquarters, 1st Brigade, 101st Airborne Division (Assault), Fort Campbell, KY, Permanent Order Number 307-002, dated 3 November 1999, awarded him the ARCOM for meritorious service from 1 November 1993 to 15 December 1999
* DA Form 4980-18 (AAM Certificate) that shows Headquarters, 
3rd Battalion, 75th Ranger Regiment, Fort Benning, GA, Permanent Order Number 35-2, dated 5 September 1995, awarded him the AAM for meritorious achievement from 31 July 1995 to 4 August 1995
* DA Form 4980-18 that shows Headquarters, 2nd Battalion, 11th Infantry Regiment, Fort Benning, GA, Permanent Order Number 064-76, dated 
5 March 1998, awarded him the AAM for meritorious achievement from 
4 August 1997 to 10 April 1998
* DA Form 4980-18 that shows Headquarters, 1st Battalion, 506th Infantry Regiment (Korea), Permanent Order Number 026-02, dated 28 December 1998, awarded him the AAM for meritorious achievement from 
10 December 1998 to 20 December 1998
* German Armed Forces Efficiency Badge in Silver certificate and Headquarters, U.S. Army Infantry Center, ATSH-TBP-S3, Fort Benning, GA, memorandum, dated 21 January 1998, that shows the applicant was awarded the German Armed Forces Efficiency Badge on 2 February 1998 and the commander requested authority for the applicant's acceptance and wear of the badge

5.  The applicant's DD Form 214 shows he was honorably released from active duty on 19 December 1999 to attend school and he transferred to the U.S. Army Reserve Control Group (Reinforcement).  He had completed 6 years, 1 month, and 16 days of net active service.  It also shows in: 

   a.  item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized):

* AAM (2nd Award)
* ARCOM
* Army Good Conduct Medal (2nd Award)
* National Defense Service Medal
* NPDR
* Army Service Ribbon
* Overseas Service Ribbon
* Expert Marksmanship Qualification Badge with (M-16) Rifle and Hand Grenade Bars

* Ranger Tab

   b.  item 14 (Military Education) does not show the following training courses:

* Basic Airborne
* Jumpmaster Course
* BNCOC

6.  After a break in service, the applicant was appointed as a RA commissioned officer in the rank of captain on 25 August 2013.

7.  In support of his request, the applicant provides the following documents:

   a.  German Army Parachutist Badge in Bronze certificate and Headquarters, U.S. Army Infantry Center, ATZB-AGP, Fort Benning, GA, 4th endorsement, dated 12 May 1998, that shows the applicant was awarded the German Army Parachutist Badge and the commanding general authorized the applicant's acceptance and wear of the badge.

   b.  Headquarters, 1st Battalion (Airborne), 507th Infantry, U.S. Army Airborne School, Fort Benning, GA, dated 28 February 1997, that shows he completed the Jumpmaster Course presented from 17 February through 28 February 1997.

   c.  U.S. Army Infantry School, Fort Benning, GA, Diploma, dated 8 March 1996, that shows he completed the Primary Leadership Development Course.

   d.  Noncommissioned Officer (NCO) School of Infantry, Fort Benning, GA, Diploma, dated 12 March 1998, and DA Form 1059 that shows he completed BNCOC presented from 21 January through 12 March 1998.
8.  Army Regulation 600-8-22 (Military Awards) provides policy, criteria, and administrative instructions concerning military awards and decorations.

   a.  The NPDR is awarded to Active Army, Army National Guard, and Army Reserve Soldiers for successful completion of designated NCO professional development courses.  A service member will be awarded the NPDR with the numeral which identifies the highest level of NCOES successfully completed, as follows:

* 1 = Bar Ribbon Device = Primary Level
* 2 = Basic Level
* 3 = Advanced Level
* 4 = Senior Level

   b.  The Military Awards regulation also states commanders serving in the rank of brigadier general or higher and colonel-level commanders who exercise general court-martial authority are delegated authority to approve the acceptance, retention, and permanent wear of foreign badges listed in Appendix D of this regulation.  Foreign qualification and special skill badges may be accepted if awarded in recognition of meeting the criteria, as established by the foreign government concerned, for the specific award.  Only those badges which are awarded in recognition of military activities and by the military department of the host country are authorized for acceptance and permanent wear.  Badges which do not meet these criteria may be authorized for acceptance, but not for wear, and will not be entered in the official military records of the recipient.

9.  Army Regulation 635-5 (Separation Documents), in effect at the time, prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, or release from active duty service or control of the Active Army.  It also establishes standardized policy for preparing and distributing the DD Form 214.

	a.  Chapter 2 contains guidance on the preparation of the DD Form 214.

	b.  Table 2-1 (DD Form 214 Preparation Instructions) contains item-by-item instructions for completing the DD Form 214.  It states for:

		(1)  item 13:  list awards and decorations for all periods of service.  Each entry must be verified by the Soldier's records; do not use abbreviations; list the entries in order of precedent; and


    	(2)  item 14:  list formal in-service (full-time attendance) training courses successfully completed during the period of service covered by title, length in weeks, and year completed.  This information is to assist the Soldier after separation in job placement and counseling; therefore, training courses for combat skills will not be listed.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends that his DD Form 214 should be corrected to show all of his awards and military education.

2.  Permanent orders awarded the applicant two awards of the ARCOM and three awards of the AAM.

3.  Records show the applicant completed BNCOC.  Therefore, he qualified for award of the NPDR with Numeral 2.

4.  Records also show he completed Basic Airborne and the Jumpmaster Course. 

5.  The evidence of record shows the applicant was awarded the German Armed Forces Efficiency Badge in Silver and German Army Parachutist Badge in Bronze, and that the two foreign badges are authorized for acceptance and wear.  
Thus, it is reasonable to conclude that he was granted approval to accept, retain, and wear these two foreign badges.

6.  Therefore, it would be appropriate to correct the applicant's DD Form 214 to show his awards and military education, as recommended below.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  deleting from item 13 of his DD Form 214 the:

* Army Achievement Medal (2nd Award)
* Army Commendation Medal
* Noncommissioned Officer Professional Development Ribbon

	b.  adding to item 13 of his DD Form 214 the:

* Army Commendation Medal (2nd Award)
* Army Achievement Medal (3rd Award)
* Noncommissioned Officer Professional Development Ribbon with Numeral 2
* German Armed Forces Efficiency Badge in Silver
* German Army Parachutist Badge in Bronze

	c.  adding to item 14 of his DD Form 214:

* Basic Airborne, 3 Weeks, 1994
* Jumpmaster Course, 2 Weeks, 1997
* Basic Noncommissioned Officer Course, 8 Weeks, 1998
