THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to show his military occupational specialty (MOS) of 63Y (track vehicle mechanic) in item 11 (Primary Specialty); to show he completed the Primary Leadership Development Course (PLDC) in item 14 (Military Education); and to show any additional awards to which he is entitled in item 13 (Decorations, Medals, Badges, Citations, and Campaign Ribbons Awarded or Authorized).  

2.  The applicant states, in effect, that his DD Form 214 should reflect these corrections.  

3.  The applicant provides a copy of his certificate for completion of the PLDC, dated 26 July 2003 and his DD Form 214 for the period ending 22 July 2005 in support of his application.  

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Army National Guard on 27 January 1998.  

2.  State of South Carolina Military Department, Office of the Adjutant General, Columbia, South Carolina, Orders 038-807, dated 7 February 2003, show the applicant was awarded primary MOS 63Y1O and secondary MOS 63B1O (light wheel vehicle mechanic) effective 14 December 2002.  These orders show his primary MOS 63B1O was withdrawn.

3.  The applicant provided a certificate, dated 26 July 2003, which shows he completed the PLDC on 26 July 2003.

4.  State of South Carolina Military Department, Office of the Adjutant General, Columbia, South Carolina, Orders 294-836, dated 21 October 2003, show the applicant was promoted to sergeant (SGT)/E-5 effective 27 July 2003.  These orders show the applicant was awarded primary MOS 63Y2O and secondary MOS 63B2O effective 27 July 2003.  In addition, these orders show his primary MOS 63Y1O and secondary MOS 63B1O were withdrawn.

5.  His Noncommissioned Officer Evaluation Report for the period ending July 2004 shows his primary MOS as 63Y2O.  

6.  State of South Carolina Military Department, Office of the Adjutant General, Columbia, South Carolina, Orders 198-032, dated 16 July 2004, show the applicant was ordered to active duty on 15 July 2004 in support of Operation Iraqi Freedom.  These orders show his primary MOS as 63Y.

7.  His DD Form 214 shows he served in Iraq from July 2004 to December 2004.

8.  The applicant was released from active duty on 22 July 2005 by reason of physical disability, temporary and transferred to the U.S. Army Reserve (USAR) Control Group (Retired Reserve).

9.  Item 11 on his DD Form 214 shows the entry "63B2O LIGHT WVEH MECH- -1 YRS-O//NOTHING FOLLOWS."

10.  Item 13 on his DD Form 214 shows the Army Achievement Medal (Second Award), the Army Reserve Components Achievement Medal (Second Award), the National Defense Service Medal, the Global War on Terrorism Expeditionary Medal, the Global War on Terrorism Service Medal, the Armed Forces Reserve Medal with "M" Device, and the Army Service Ribbon as authorized awards.  

11.  Item 14 on his DD Form 214 shows the entry "NONE//NOTHING FOLLOWS."

12.  The applicant was discharged from the Army National Guard on 22 July 2005 under the provisions of National Guard Regulation (NGR) 600-200, paragraph 8-27m by reason of placement on the temporary disability retired list.  His National Guard Bureau (NGB) Form 22 (Report of Separation and Record of Service) shows he completed the PLDC in 2003.  

13.  Army Regulation 635-5 (Separation Documents) governs the preparation of the DD Form 214.  It states that the DD Form 214 is a synopsis of the Soldier's most recent period of continuous active duty.  It provides a brief, clear-cut record of active Army service at the time of release from active duty, retirement or discharge.  In pertinent part, it directs that the titles of all MOSs served for at least one year and the number of years and months served will be entered in item 11.

14.  Army Regulation 635-5 states, in pertinent part, that item 14 will list formal in-service training courses of 40 hours or more successfully completed during the period of service covered by the DD Form 214.  (Emphasis added)  This information is to assist the Soldier after separation in job placement and counseling; therefore, training courses for combat skills are not listed.

15.  Army Regulation 600-8-22 (Military Awards) shows that the Noncommissioned Officer Professional Development Ribbon (NPDR) was established by the Secretary of the Army on 10 April 1981.  It is awarded to members of Active Army, Army National Guard, and U.S. Army Reserve Soldiers for successful completion of designated NCO professional development courses.

DISCUSSION AND CONCLUSIONS:

1.  The applicant was awarded primary MOS 63Y1O and secondary MOS 63B1O on 14 December 2002.  His primary MOS 63B1O was withdrawn at that time.

2.  The evidence of record shows the applicant was promoted to sergeant in July 2003 and was awarded primary MOS 63Y2O and secondary MOS 63B2O.

3.  The applicant served on active duty from 15 July 2004 through 22 July 2005 and held primary MOS 63Y2O and secondary MOS 63B2O during this period.  However, his DD Form 214 only shows his secondary MOS of 63B2O.  Therefore, it would be appropriate to amend item 11 on his DD Form 214 to include his primary MOS of 63Y2O.  

4.  The applicant completed the PLDC in July 2003.  Since he completed this course prior to his period of active duty service which began on 15 July 2004, the PLDC is not authorized to be recorded on his DD Form 214.  

5.  However, the NPDR is awarded for successful completion of NCO professional development courses.  Since the applicant completed the PLDC, he is eligible for award of the NPDR and correction of his DD Form 214 to show this award.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  amending item 11 on his DD Form 214 for the period ending 22 July 2005 to include the entry "63Y2O TRACK VEHICLE MECHANIC-- 1 YEAR"; and 

	b.  adding the NPDR to item 13 on his DD Form 214.

2.  The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to showing the PLDC on his DD Form 214.
