THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show she completed the Primary Leadership Development Course (PLDC).

2.  She states her DD Form 214 is missing information on PLDC. 

3.  She provides her DD Form 214 and PLDC diploma. 

CONSIDERATION OF EVIDENCE:

1.  Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice.  This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so.  While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file.  In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.

2.  The applicant's record shows she enlisted in the Regular Army on 7 March 1991.  She served through multiple extensions and/or reenlistments, in a variety of stateside and overseas assignments and she attained the rank/grade of sergeant (SGT)/E-5.  She was placed on the Temporary Disability Retired List (TDRL) on 31 January 2002.  She was removed from TDRL on 14 May 2003 and permanently retired due to physical disability the following day. 

3.  Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) does not show award of the Noncommissioned Officer (NCO) Professional Development Ribbon (NPDR).

4.  Item 14 (Military Education) there is no entry for PLDC.

5.  A DA Form 1059 (Service School Academic Evaluation Report) confirms she attended and completed PLDC from 20 March 1997 to 18 April 1997 at Fort Campbell, KY, NCO Academy.

6.  Army Regulation 600-8-22 (Military Awards) states the NPDR was established by the Secretary of the Army on 10 April 1981.  It is awarded to Active Army, Army National Guard, and U.S. Army Reserve Soldiers for successful completion of designated NCO professional development courses.  Effective 30 March 1989, a service member will be awarded the NPDR with the numeral that identifies the highest level of NCO Education System successfully completed.  The Bar Ribbon Device equals the Primary Level.  Acceptable evidence of graduation is a diploma, certificate, or a letter signed by an appropriate service school official.

7.  Army Regulation 635-5 (Separation Documents) provides instructions for completing the DD Form 214.  The version in effect at the time stated for item 14 list formal in-service (full-time attendance) training courses completed during the period of service covered by the DD Form 214.  Courses were to be listed by title, length in weeks, and month and year completed.  The information was intended to assist the Soldier after separation in job placement and counseling; therefore, training courses for combat skills were not listed.

DISCUSSION AND CONCLUSIONS:

The evidence of record supports the applicant's request for correction of her
DD Form 214 to show she attended PLDC.  Therefore, she is entitled to correction of her DD Form 214 to show this course and award of the NPDR.

Department of the Army records of the individual concerned be corrected by adding to her DD Form 214 in:

* item 13 the Noncommissioned Officer Professional Development Ribbon 
* item 14 "Primary Leadership Development Course, 4 weeks, April 1997"
