THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his records to show award of the Defense Meritorious Service Medal and the Joint Service Commendation Medal.

2.  The applicant states, in effect, that the awards were approved after his separation from the Army. 

3.  The applicant provides the following additional documentary evidence in support of his application:

	a.  DD Form 214 (Certificate of Release or Discharge from Active Duty), dated 21 April 2007.

	b.  Defense Intelligence Agency Awards Order Number 113-21, dated
23 April 2007, certificate, and citation, showing award of the Joint Service Commendation Medal.

	c.  Department of Defense Special Order U-110-08/HCH-2A2, dated 20 April 2007, certificate, and citation, showing award of the Defense Meritorious Service Medal.   






CONSIDERATION OF EVIDENCE:

1.  With prior enlisted service, the applicant's records show that he enlisted in the Regular Army for a period of 4 years on 22 April 2003 in the rank/grade of sergeant (SGT)/E-5 and in military occupational specialty (MOS) 96B (Intelligence Analyst).  He was subsequently promoted to the rank/grade of staff sergeant (SSG)/E-6 on 1 August 2004.

2.  The applicant's records further show that he served in Afghanistan in support of Operation Enduring Freedom from 31 May 2006 to 4 December 2006.  He was honorably released from active duty for completion of required active service and transferred to the U.S. Army Reserve Control Group (Reinforcement) on 21 April 2007.

3.  Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) of the applicant's DD Form 214 shows he was awarded the Joint service Commendation Medal, the Army Commendation Medal, the Army Achievement Medal (4th Award), the Joint Meritorious Service Medal, the Army Good Conduct Medal (2nd Award), the National Defense Service Medal, the Afghanistan Campaign Medal, the Global War on Terrorism Service Medal, the Korea Defense Service Medal, the Noncommissioned Officer Professional Development Ribbon, the Army Service Ribbon, and the German Armed Forces Proficiency Badge (Gold).  

4.  The applicant's records show that he was awarded the Joint Service Commendation Medal on 14 May 2003 for a previously completed period of meritorious service from 19 July 2002 to 1 July 2003.

5.  Defense Intelligence Agency Military Personnel Award Order Number 113-21, dated 23 April 2007, shows the applicant was awarded the Joint Service Commendation Medal for meritorious service for the Armed Forces of the United States from July 2003 to March 2007.

6.  Department of Defense Special Order U-110-08/HCH-2A2, dated 20 April 2007, shows that the applicant was awarded the Defense Meritorious Service Medal for exceptionally meritorious service for the Armed Forces of the United States from June 2006 to December 2006.

7.  Review of the applicant's records indicates entitlement to an additional award that is not shown on his DD Form 214.

8.  The applicant's DA Form 1059 (Service School Academic Evaluation Report), dated 18 May 2005, shows the applicant completed the Intelligence Analyst Basic Noncommissioned Officer Course (BNCOC).

9.  Army Regulation 600-8-22 (Military Awards) shows that the Noncommissioned Officer (NCO) Professional Development Ribbon was established by the Secretary of the Army on 10 April 1981.  It is awarded to members of Active Army, Army National Guard, and U.S. Army Reserve Soldiers for successful completion of designated NCO professional development courses. The NPDR consists of the basic ribbon with numeral devices of 2, 3, or 4, which signify satisfactory completion of the respective levels of NCO professional development courses.

10.  Army Regulation 600-8-22 (Military Awards) states, in pertinent part, that the first oak leaf cluster is awarded to denote the second and succeeding awards of certain decorations, among which is the Joint Service Commendation Medal.

DISCUSSION AND CONCLUSIONS:

1.  Department of Defense Orders awarded the applicant the Defense Meritorious Service Medal and the Joint Service Commendation Medal, which are not shown on his records; therefore, he is entitled to correction of his records to show these awards.

2.  The evidence of record shows that the applicant completed BNCOC, the second level of NCO professional development courses; therefore, he is entitled to award of the Noncommissioned Officer Professional Development Ribbon with numeral 2.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  adding the entry "Defense Meritorious Service Medal" to Item 13 of the applicant's DD Form 214, dated 21 April 2007; 
	
	b.  deleting the entry "Joint Service Commendation Medal" from Item 13 of the applicant's DD Form 214, dated 21 April 2007 and adding the entry "Joint Service Commendation Medal (1st Oak Leaf Cluster)"; and

	c.  deleting the entry "Noncommissioned Officer Professional Development Ribbon" from Item 13 of his DD Form 214, dated 21 April 2007, and adding the entry " Noncommissioned Officer Professional Development Ribbon with numeral 2."
