THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction to his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show:
a. completion of the following training:
* Installation Veterinary Services Course
* Army Medical Department (AMEDD) Basic Noncommissioned Officer Course (BNCOC)
* Veterinary Services Advanced Course
b. award of the NCO Professional Development Ribbon with Numeral 2.
2. The applicant states his DD Form 214 is incomplete for the purposes of educational verification for employment purposes and correct credit for awards received.
3. The applicant provides:
* AMEDD BNCOC Certificate
* Installation Veterinary Services Course Certificate
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. After having prior honorable service in the U.S. Army Reserve, the applicant enlisted in the Regular Army on 3 November 1987.
3. On 2 June 1995, he was honorably discharged. His DD Form 214 shows in:
* Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized):
* Army Good Conduct Medal
* Army Commendation Medal
* Army Achievement Medal (2nd Award)
* National Defense Service Medal
* NCO Professional Development Ribbon
* Army Service Ribbon
* Overseas Service Ribbon (2nd Award)
* Driver and Mechanic Badge with Driver W Bar
* Item 14 (Military Education):
* Veterinary Specialist, 8 weeks, 1984
* Combat Lifesaver Course, 1 week, 1988
* Primary Leadership Development Course, 4 weeks, 1990
4. The applicant provides training certificates that show he completed the following courses:
* AMEDD BNCOC, 12 weeks, 1994
* Installation Veterinary Services Course, 1 week, 1991
5. His record is void of and he does not provide any evidence showing he completed the Veterinary Services Advanced Course.
6. Army Regulation 600-8-22 (Military Awards) states the NCO Professional Development Ribbon is awarded to Active Army, Army National Guard, and U.S. Army Reserve Soldiers for successful completion of designated NCO professional development courses. Effective 30 March 1989, a service member will be awarded the NCO Professional Development Ribbon with the numeral which identifies the highest level of NCOES successfully completed as follows:
* 1 = Bar Ribbon Device = Primary Level
* 2 = Basic Level
* 3 = Advanced Level
* 4 = Senior Level
7. Army Regulation 635-5 (Separation Documents), in effect at the time, prescribed the separation documents that must have been prepared for Soldiers on retirement, discharge, or release from active duty service or control of the Active Army. It established standardized policy for preparing and distributing the DD Form 214. It stated for Item 14 to list formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214 from the enlisted record brief/officer record brief and to include the title, length in weeks, and year completed. This information was to assist the Soldier in job placement and counseling.
DISCUSSION AND CONCLUSIONS:
1. Records show the applicant successfully completed the AMEDD BNCOC and the Installation Veterinary Services Course; therefore, he is entitled to correction of his DD Form 214 to show these course completions.
2. The applicant's successful completion of the AMEDD BNCOC entitles him to award of the NCO Professional Development Ribbon with Numeral 2 and correction of his DD Form 214 to show this award.
3. Insufficient evidence has been presented to show the applicant completed the Veterinary Services Advanced Course; therefore, he is not entitled to correction of his DD Form 214 to show this course.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending his DD Form 214 as follows:
a. adding to Item 14 the following:
* Army Medical Department Basic Noncommissioned Officer Course, 12 weeks, 1994
* Installation Veterinary Services Course, 1 week, 1991
b. removing from Item 13 the Noncommissioned Officer Professional Development Ribbon;
c. adding to Item 13 the Noncommissioned Officer Professional Development Ribbon with Numeral 2
2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to adding completion of the Veterinary Services Advanced Course to the applicant's DD Form 214.
