      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that four orders related to incorrect awards of
the Good Conduct Medal (GCMDL) be removed from his Official Military
Personnel File (OMPF).

2.  The applicant states, in effect, that his OMPF contains two orders
awarding him the GCMDL that were subsequently revoked because they were
duplicates of orders already placed in his OMPF; however, the award orders
and the revocation are in his OMPF and he desires that they be removed
because he is preparing his records for review by the promotion selection
board.

3.  The applicant provides copies of the four orders he desires to be
removed from his OMPF.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in Atlanta, Georgia on 23 July 1993 for a period
of 3 years and training as a Patriot Missile Crewman.  He completed his
training and has remained on active duty through a series of continuous
reenlistments.  He was promoted to the pay grade of E-6 on 1 April 2003.

2.  A review of his OMPF shows that he was awarded the first award of the
GCMDL on 22 May 1996 in Permanent Order Number 143-46 and the second award
of the GCMDL on 13 December 2000 in Permanent Order Number      348-67.

3.  His records also show that on 19 March 2001, Permanent Order Number
78-48 awarded him the second award of the GCMDL.  That order was revoked on
30 October 2006 by Orders Number 303-5352.

4.  On 11 October 2001, Permanent Order Number 284-25 also awarded him the
second award of the GCMDL.  That order was revoked on 30 October 2006 by
orders number 303-5353.

DISCUSSION AND CONCLUSIONS:

1.  The applicant’s contention that his OMPF contains four orders regarding
his second award of the GCMDL should not be filed in his OMPF has been
noted and appears to have merit.

2.   The applicant was awarded the second award of the GCMDL three times in
three separate orders.  However, two of the orders were subsequently
revoked and the original orders as well as the revocations still remain in
his OMPF.

3.  Accordingly, Permanent Order 284-25 dated 11 October 2001, Permanent
Order 78-48 dated 19 March 2001, and Permanent Orders 303-5352 and
303-5353 dated 30 October 2006 no longer serve any purpose and should be
removed from his OMPF.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
removing Permanent Order 284-25 dated 11 October 2001, Permanent Order 78-
48 dated 19 March 2001, and Permanent Orders 303-5352 and
303-5353 dated 30 October 2006 from his OMPF.
