IN THE CASE OF:
BOARD DATE: 22 March 2007
DOCKET NUMBER: AR20060008439
I certify that hereinafter is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in the case of the above-named individual.

The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion, if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that her foreign service in Kuwait and all other foreign service be shown on her DD Form 214 (Certificate of Release or Discharge from Active Duty).
2. The applicant states, in effect, that her periods of foreign service are not documented.
3. The applicant provides copies of her DD Form 214 for the period ending 15 June 2003, her DD Form 215 (Correction to DD Form 214) dated 29 July 2003, NGB Form 22 (National Guard Bureau Report of Separation and Record of Service), unit deployment orders dated 25 March 2003 with annexed list of personnel.
CONSIDERATION OF EVIDENCE:
1. The applicant joined the Army National Guard on 21 December 1995. She completed her initial training and was awarded military occupational specialty (MOS) 95B, military police.
2. On 7 September 1999 she was awarded the first award of the Army Reserve Component Overseas Training Ribbon for duty at Fort Clayton, Panama from
11 through 25 July 1998, the second award on 22 October 2001 for duty in Italy from 12 through 26 May 2001 and the third award for service in Nicaragua from 15 through 31 March 2003.
3. She was a staff sergeant in the Illinois Army National Guard (ARNG), when her unit, 333rd Military Police (MP) Company (Combat Support) was mobilized on 10 February 2003 in support of Operation Enduring Freedom.
4. Orders 064-8, dated 25 March 2003, issued by Headquarter, Fort McCoy, Wisconsin provided a temporary change of station for 333rd MP Company to Army Central Command, Camp Doha, Kuwait. The effective date was to be 28 April 2003. The applicant's name is included on the list of attached personnel.
5. On 14 July 2003 orders were issued to terminate the applicant's mobilization on 15 June 2003. She was to be released from active duty and transferred to the Illinois National Guard on 15 June 2003. On that date, the applicant was also discharged from the Army National Guard and transferred to the United States Army Reserve Control Group (Annual Training).
6. Item 12a of her DD Form 214 erroneously showed October 2002 as the date she entered active duty. Item 12c, Net Active Service This Period, erroneously showed 6 months and 13 days. Item 12f, Foreign Service, is shown as zeros. A DD Form 215 was issued correcting item 12a to 10 February 2003 and item 12c to 4 months and 6 days. Item 12f, was not changed.
DISCUSSION AND CONCLUSIONS:
1. Unfortunately, there is no available evidence that the applicant actually deployed with her unit to Kuwait.
2. Her other brief periods of overseas service are appropriately documented by the orders for the three awards of the Army Reserve Component Overseas Training Ribbon.
3. In order to justify correction of a military record the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy this requirement.
BOARD VOTE:
________ ________ ________ GRANT FULL RELIEF
________ ________ ________ GRANT PARTIAL RELIEF
________ ________ ________ GRANT FORMAL HEARING
__JTM __ __LDS __ __RSV __ DENY APPLICATION
BOARD DETERMINATION/RECOMMENDATION:
The evidence presented does not demonstrate the existence of a probable error or injustice. Therefore, the Board determined that the overall merits of this case are insufficient as a basis for correction of the records of the individual concerned.
