      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that her overseas service be
documented on her separation document (DD Form 214).

2.  The applicant states, in effect, that she served overseas in support of
Operation Enduring Freedom; however, this service was not recorded in her
record or separation document and she received no service awards for this
period of service.  She further claims that it is her belief that she is
entitled to the Global War on Terrorism Medal.

3.  The applicant provides deployment orders with unit roster and a
memorandum related to her return from overseas in support of her
application.

CONSIDERATION OF EVIDENCE:

1.  The applicant’s record shows she enlisted in the Regular Army and
entered active duty on 20 July 1999.  She was trained in and awarded
military occupational specialty (MOS) 54B (Chemical Operations Specialist).


2.  The record further shows that during her tenure on active duty, the
applicant earned the Army Lapel Button, Army Commendation Medal, National
Defense Service Medal, Army Service Ribbon, Expert Qualification Badge with
Grenade Bar, and Marksman Qualification Badge with Rifle Bar.

3.  On 30 November 2003, the applicant was honorable separated, by reason
of expiration of term of service (ETS), after completing 4 years, 4 months
and
11 days of active military service.  The DD Form 214 she was issued upon
her separation contains an entry in Item 12f (Foreign Service) that
indicates she completed no overseas service during her tenure on active
duty.

4.  The applicant provides a copy of Headquarters, 18th Corps Support
Command Orders Number 062-05, dated 21 February 2003, which directed the
deployment of the applicant’s unit to Kuwait on 15 March 2003.  She also
provides a memorandum from the Commander, Coalition Forces Land Component
Command, United States Army Central Command, which addressed a request for
redeployment of the 181st Chemical Company.  This document indicated that
the unit had completed its decontamination and smoke unit mission in
support of Operation Enduring and Iraqi Freedom.  It further indicated that
the applicant’s adjusted ETS was established as 30 November 2003 and that
she could be redeployed 90 days prior to her adjusted ETS.

5.  The memorandum also indicated the applicant’s transition processing
dates were established as 8 July through 6 October 2003 and her terminal
leave dates were established as 7 October through 20 November 2003.

6.  Army Regulation 635-5 (Separation Documents) prescribes the separation
documents that must be prepared for Soldiers on retirement, discharge,
release from active duty service, or control of the Active Army.  It also
establishes standardized policy for preparing and distributing the DD Form
214.  Chapter 2 contains guidance on the preparation of the DD Form 214.
It states, in pertinent part, that enter the total amount of foreign
service completed during the period covered by the DD Form 214 will be
entered in Item 12c.  It also states, in pertinent part, that for an active
duty Soldier deployed with his or her unit during the period covered by the
DD Form 214, the following statement will be entered in Item 18 (Remarks):
“SERVICE IN (NAME OF COUNTRY DEPLOYED) FROM (inclusive dates for example,
YYYYMMDD - YYYYMMDD)."

7.  Executive Order Number 13289, dated 12 March 2003, established two new
medals for service in the Global War on Terrorism (GWOT).  They are the
Global War on Terrorism Expeditionary Medal (GWOTEM) and the Global War on
Terrorism Service Medal (GWOTSM).  These medals will be awarded to
recognize all members of the Armed Forces of the United States serving in
or in support of Global War on Terrorism Operations on or after 11
September 2001.

8.  The GWOTEM is authorized to be awarded to Soldiers who deploy abroad
for service in GWOT operations on or after 11 September 2001.  Initial
award is limited to Soldiers deployed abroad in operations Enduring Freedom
and Iraqi Freedom in a designated area of expedition (AOE).  Kuwait is
included as a qualifying AOE.  To be eligible for the GWOTEM, a Soldier
must be assigned, attached or mobilized to a unit participating in
designated operations for
30 consecutive days or 60 non-consecutive days, or meet one of the
following criteria:  (a)  be engaged in actual combat against the enemy and
under circumstances involving grave danger of death or serious bodily
injury from enemy action, regardless of the time in the area; (b)  is
killed or wounded/injured requiring medical evacuation from the AOE;  (c)
Soldiers participating as a regularly assigned air crew member flying
sorties into, out of, within, or over an AOE in direct support of
operations Enduring Freedom and/or Iraqi Freedom, each day that one or more
sorties are flown counts as one toward the
30 consecutive or 60 non-consecutive day requirement.  Finally, under no
conditions will any Soldiers in the United States receive the GWOTEM.  Only
Soldiers serving in an operationally deployed status in a designated AOE
are eligible for the GWOTEM.

9.  The GWOTSM is authorized to be awarded to Soldiers who have
participated in or served in support of GWOT operations outside a
designated AOE on or after 11 September 2001.  Initial award of the GWOTSM
will be limited to airport security operations from 27 September 2001
through 31 May 2002, who supported operations Noble Eagle, Enduring Freedom
and Iraqi Freedom.  All Soldiers on active duty, including Reserve
Component Soldiers  mobilized and National Guard Soldiers activated on or
after 11 September 2001, having served 30 consecutive days or 60 non-
consecutive days, are authorized the GWOTSM.

10.  Soldiers who have been out of the service for over 120 days must
submit their requests for the GWOT awards to the National Personnel Records
Center (NPRC), 9700 Page Avenue, St. Louis, Missouri  63132-5100.
Requests should include a copy of any supporting documentation to
substantiate qualifying service.  NPRC will add the authorized GWOT medals
to the DD Form 214 by issuing a DD Form 215 (Correction to DD Form 214).

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record confirms the applicant was deployed to Kuwait in
support of Operations Enduring Freedom and Iraqi Freedom on 15 March 2003
and served in that AOE for 3 months and 24 days until returning to the
United States on 8 July 2003.  As a result, it would be appropriate to
amend her
30 November 2003 DD Form 214 by deleting the entry in Item 12f and
replacing it with the entry “0 years, 3 months, 24 days”; by adding the
entry “SERVICE IN KUWAIT FROM 20030315 -20030708” to Item 18.

2.  The applicant is advised to apply to the NPRC, 9700 Page Avenue, St.
Louis, Missouri 63132-5100, for award of the GWOTEM and GWOTSM once her
record has been corrected to reflect her service in Kuwait.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
amending her 30 November 2003 DD Form 214 by deleting the current entry
in Item 12f (Foreign Service) and replacing it with the entry “0 years, 3
months,
24 days”; by adding the entry “SERVICE IN KUWAIT FROM 20030315 -20030708”
to Item 18; and by providing her a corrected separation document that
reflects this change.
