      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, award of the Global War on Terrorism
Service Medal, the Global War on Terrorism Expeditionary Medal, and the
Meritorious Service Medal.

2.  The applicant states, in effect, these awards should be added to her DD
Form 214 (Certificate of Release or Discharge from Active Duty).  She also
states that she believes the awards were just left off her DD Form 214 by
mistake because her unit was in Iraq.

3.  The applicant provides copies of her DD Form 214 and a newspaper
article announcing her retirement in support of her application.

CONSIDERATION OF EVIDENCE:

1.  The applicant's military records show she enlisted in the Regular Army
on 17 January 1984.

2.  The applicant served continuously until her release from active duty
for sufficient service for retirement on 31 January 2004.  She was
transferred to the Retired Reserve.

3.  The applicant's records show she served during the qualifying period
for award of the Global War on Terrorism Service Medal.  There is no
evidence, and the applicant provided none, to show she deployed to
southwest Asia in support of the Global War on Terrorism.

4.  The applicant's records do not contain orders for the Meritorious
Service Medal and the applicant provided none to support her request.

5.  The DD Form 214 issued to her lists the following awards:  the Army
Commendation Medal (5th Award), the Army Achievement Medal (8th Award), the
Army Good Conduct Medal (6th Award), the National Defense Service Medal
(2nd Award), the Non-Commissioned Officers Professional Development Ribbon
with Numeral 2, the Army Service Ribbon, the Overseas Service Ribbon (4th
Award), and the Expert Marksmanship Qualification Badge with Rifle Bar.

6.  The newspaper article submitted by the applicant states that she would
retire after 20 years of service and would receive the Meritorious Service
Medal.

7.  The applicant requested correction of her records to show award of the
Meritorious Service Medal.  There are no orders or other evidence
authorizing award of this decoration to the applicant.  In the absence of a
proper award authority for this decoration, the applicant may request award
of the Meritorious Service Medal under the provisions of Section 1130 of
Title 10, United States Code.  The applicant has been notified by separate
correspondence of the procedures for applying for this award.  As a result,
it will not be discussed further in this Record of Proceedings.

8.  Initial award of the Global War on Terrorism Expeditionary Medal is
limited to Soldiers deployed abroad in operations Enduring Freedom and
Iraqi Freedom in the following Department of Defense designated specific
geographic areas of eligibility:  Afghanistan, Bahrain, Bulgaria (Bourgas),
Crete, Cyprus, Diego Garcia, Djibouti, Egypt, Eritrea, Ethiopia, Iran,
Iraq, Israel, Jordan, Kazakhstan,
Kenya, Kuwait, Kyrgyzstan, Lebanon, Pakistan, Philippines, Qatar, Romania
(Constantan), Saudi Arabia, Somalia, Syria, Tajikistan, Turkey (east of 35
degrees east latitude), Turkmenistan, United Arab Emirates, Uzbekistan,
Yemen, that portion of the Arabian Sea north of 10 degrees north latitude
and west of 68 degrees longitude, Bab El Mandeb, Gulf of Aden, Gulf of
Aqaba, Gulf of Oman, Gulf of Suez, that portion of the Mediterranean Sea
east of 28 degrees east longitude, Persian Gulf, Red Sea, Strait of Hormuz,
and Suez Canal.  To be eligible for the Global War on Terrorism
Expeditionary Medal a Soldier must be assigned, attached or mobilized to a
unit participating in designated operations for 30 consecutive days or 60
nonconsecutive days.

9.  Award of the Global War on Terrorism Service Medal is authorized to
Soldiers who have participated in or served in support of Global War on
Terrorism operations outside of the designated area of operations as
outlined in the paragraph above.  Initial award of the Global War on
Terrorism Service Medal will be limited to airport security operations
(from 27 September 2001 through 31 May 2002) and Soldiers who supported
Operations Noble Eagle, Enduring Freedom, and Iraqi Freedom.  As with the
Global War on Terrorism Expeditionary Medal, a Soldier must have served
30 consecutive, or 60 nonconsecutive days.  HRC Awards Branch personnel
have advised that the Global War on Terrorism Service Medal has been
awarded, and will continue to be awarded, to all Army personnel who serve
on active duty for 30 consecutive days, or more, regardless of where they
serve (the same criteria as the National Defense Service Medal).

10.  Headquarters, U.S. Army Human Resources Command (HRC) message, dated
17 March 2004, announced implementing instructions for the Global War on
Terrorism Expeditionary Medal and the Global War on Terrorism Service
Medal.  The message states, in pertinent part, that these medals will be
awarded to recognize members of the armed forces of the United States
serving in or in support of Global War on Terrorism operations, on or after
11 September 2001, to a date to be determined.
11.  Army Regulation 600-8-22 (Military Awards) provides, in pertinent
part, that the Meritorious Service Medal is awarded to members of the Armed
Forces of the United States or of a friendly foreign nation who distinguish
themselves by outstanding meritorious achievement or service in a non-
combat area.  As with all personal decorations, formal recommendations,
approval through the chain of command, and announcement in orders are
required.  Recommendations must be made within 2 years of the event or
period of service and the award must be made within 3 years.  There are
regulatory provisions for lost recommendations but not for late
recommendations, reconsideration, nor for upgrading to a more prestigious
award.  The regulation also provides that there is no automatic entitlement
to an award upon departure either from an assignment or from the service.

DISCUSSION AND CONCLUSIONS:

1.  The evidence shows the applicant served in support of the Global War on
Terrorism during the qualifying period for award of the Global War on
Terrorism Service Medal.  She is therefore entitled to award of the Global
War on Terrorism Service Medal, and to have this award added to her DD Form
214.

2.  There is no evidence, and the applicant provided none, to show she was
deployed to in support of the Global War on terrorism.  The applicant is
therefore not entitled to award of the Global War on Terrorism
Expeditionary Medal and to have it shown on her DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief.  As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected by awarding the applicant the Global War on
Terrorism Service Medal and adding this award to her DD Form 214.

2.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
award of the Global War on Terrorism Expeditionary Medal and its addition
to her DD Form 214.
