      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that she be awarded the Global War
on Terrorism Expeditionary Medal and the Global War on Terrorism Service
Medal.

2.  The applicant states, in effect, that these awards are not reflected on
her
DD Form 214 (Certificate of Release or Discharge from Active Duty) with a
separation date of 12 April 2004.

3.  The applicant provides a copy of her DD Form 214.

CONSIDERATION OF EVIDENCE:

1.  On 9 December 1997 the applicant was appointed to the grade of second
lieutenant in the U.S. Army Reserve.  On 26 April 2000, the applicant was
promoted to first lieutenant, effective 17 July 1999.

2.  The applicant's military records do not contain any orders that ordered
the applicant to active duty.  However, the applicant's DD Form 214 showed
that she entered active duty on 22 July 2003.

3.  A DA Form 67-9 (Officer Evaluation Report) for the period 22 July 2003
to
17 Mar 2004, stated that the applicant was serving as an intensive care
unit (ICU) nurse at a forward-deployed Level III hospital at Eagle Base,
Tulza Bosnia-Herzegovina.

4.  Department of the Army, Headquarters Fort McCoy, Fort McCoy, Wisconsin,
Order 069-53, dated 9 March 2004, released the applicant from active duty,
not by reason of physical disability, effective 12 April 2004.

5.  A DD Form 214 was issued for the period 22 July 2003 to 12 April 2004.
She had completed 8 months and 21 days of active service that was
characterized as honorable.

6.  Item 13 (Decorations, Medals, Badges, Commendations, Citations and
Campaign Ribbons Awarded or Authorized) of the applicant's DD Form 214 did
not show award of the Global War on Terrorism Expeditionary Medal or the
Global War on Terrorism Service Medal.

7.  Item 18 (Remarks) of the applicant's DD Form 214 contains the entry
"Ordered to active duty in support of Operation Joint Forge . . ."

8.  Item 18 of the applicant's DD Form 214 contains the entry "Bosnia
20030902-20040317" (2 September 2003 - 17 March 2004).

9.  Headquarters, U.S. Army Human Resources Command message,
dated 17 March 2004, announced implementing instructions for the Global War
on Terrorism Expeditionary Medal and the Global War on Terrorism Service
Medal.  In pertinent part, the message states that these medals will be
awarded to recognize all members of the Armed Forces of the United States
serving in, or in support of, the Global War on Terrorism operations, on or
after 11 September 2001 to date to be determined.

10.  Initial award of the Global War on Terrorism Expeditionary Medal is
limited to soldiers deployed abroad in operations Enduring Freedom and
Iraqi Freedom in the following Department of Defense designated specific
geographic areas of eligibility: Afghanistan, Bahrain, Bulgaria (Bourgas),
Crete, Cyprus, Diego Garcia, Djibouti, Egypt, Eritrea, Ethiopia, Iran,
Iraq, Israel, Jordan, Kazakhstan, Kenya, Kuwait, Kyrgyzstan, Lebanon,
Pakistan, Philippines, Qatar, Romania (Constantan), Saudi Arabia, Somalia,
Syria, Tajikistan, Turkey (east of 35 degrees east latitude) Turkmenistan,
United Arab Emirates, Uzbekistan, Yemen, that portion of the Arabian Sea
north of 10 degrees north latitude and west of 68 degrees longitude, Bab El
Mandeb, Gulf of Aden, Gulf of Aqaba, Gulf of Oman, Gulf of Suez, that
portion of the Mediterranean Sea east of 28 degrees east longitude, Persian
Gulf, Red Sea, Strait of Hormuz, and Suez Canal.  To be eligible for the
Global War on Terrorism Expeditionary Medal a soldier must be assigned,
attached, or mobilized to a unit participating in designated operations for
30 consecutive days or 60 nonconsecutive days.

11.  Award of the Global War on Terrorism Service Medal is authorized to
soldiers who have participated in, or served in support of, Global War on
Terrorism operations outside of the designated area of operations. Initial
award of the Global War on Terrorism Service Medal will be limited to
airport security operations (from 27 September 2001 through 31 May 2002)
and soldiers who supported Operations Noble Eagle, Enduring Freedom, and
Iraqi Freedom.  HRC Awards Branch personnel have advised that the Global
War on Terrorism Service Medal has been awarded, and will continue to be
awarded, to all Army personnel who serve on active duty for 30 consecutive
days, or more, regardless of where they serve.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends that she should be awarded the Global War on
Terrorism Expeditionary Medal and the Global War on Terrorism Service
Medal.

2.  There is no evidence that shows that the applicant served in any of the
designated geographic areas that are eligible for award of the Global War
on Terrorism Expeditionary Medal.  Therefore, there is insufficient
evidence to award the applicant the Global War on Terrorism Expeditionary
Medal.

3.  The preponderance of evidence shows that the applicant served more
than 30 consecutive days of active service since 27 September 2001 and that
she was deployed to Bosnia in support of Operation Joint Forge.  Therefore,
she is entitled to award of the Global War on Terrorism Service Medal.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief.  As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected by showing that the applicant was awarded the Global
War on Terrorism Service Medal.

2.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
award of the Global War on Terrorism Expeditionary Medal.
