      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests removal of award of the Basic Parachutist Badge
from her Official Military Personnel Files (OMPF).

2.  The applicant states that she was awarded the Parachutist Badge, but
she never completed the training.

3.  The applicant provides a copy of Headquarters, United States Army
Infantry Center [Fort Benning, Georgia] Permanent Orders 086-217, dated 26
March 2000 in support of her application.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Army on 27 January 1998.  The applicant
completed basic and advanced individual training.  The applicant is
currently on active duty.

2.  The applicant submitted Headquarters, United States Army Infantry
Center [Fort Benning, Georgia] Permanent Orders 086-217, dated 26 March
2000.  These orders awarded the applicant the Parachutist Badge 71D1P for
successful completion of Airborne training.

3.  The applicant's records contain a DD Form 1610 (Request for
Authorization for TDY Travel of DoD Personnel), dated 31 March 2000.  This
form shows that the applicant was returned from temporary duty assignment
because of an injury that she sustained.  This form further shows that the
applicant would be eligible to return to Airborne training after a six-
month recovery period.

4.  There is no evidence in the records which show that the applicant
successfully completed Airborne training at time the orders for award of
the Parachutist Badge was promulgated.

5.  Army Regulation 600-8-22 (Military Awards), in pertinent part, sets
forth the requirements for award of the basic Parachutist Badge.  Award of
the basic Parachutist Badge requires that an individual must have
satisfactorily completed the prescribed proficiency tests while assigned or
attached to an airborne unit or the Airborne Department of the Infantry
School, or have participated in at least one combat parachute jump.



DISCUSSION AND CONCLUSIONS:

1.  The applicant requests removal of the Permanent Orders awarding her the
Parachutist Badge from her OMPF.

2.  Regulatory guidance provides that, for award of the Parachutist Badge,
the Soldier had to satisfactorily complete the prescribed proficiency tests
for this badge.  Evidence shows the applicant was injured while attending
the Airborne School course and was unable to continue with the program at
that time, which disqualifies her for award of the Parachutist Badge.

3.  Therefore, the applicant is not entitled to award of the Parachutist
Badge. Based on the foregoing, Headquarters, United States Army Infantry
Center [Fort Benning, Georgia] Permanent Orders 086-217, dated 26 March
2000, erroneously awarded the applicant the Parachutist Badge.  Based on
the foregoing, Headquarters, United States Army Infantry Center [Fort
Benning, Georgia] Permanent Orders 086-217, dated 26 March 2000 should be
revoked and removed from the applicant's OMPF.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
revoking and expunging Headquarters, United States Army Infantry Center
[Fort Benning, Georgia] Permanent Orders 286-217, dated 26 March 2000.
