Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that his reports of separation (DD Form 214)
dated
30 August 1985 and 25 October 2005 be corrected to reflect all of his
civilian and military education in block 14.
2. The applicant states that his DD Forms 214 does not show in block 14,
that he attended the infantry advanced individual training (AIT) course for
7 weeks in 1978; that he attended the Primary Noncommissioned Officer
Course (PNCOC) – Combat Arms (CA) for 4 weeks or that he attended German
Headstart for
1 week in 1983. He also states that he desires his records to be accurate.
3. The applicant provides a page from his Enlisted Qualification Record
(DA Form 2-1) showing his civilian and military schools.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Regular Army on 1 March 1978 and
completed basic combat training (BCT) at Fort Jackson, South Carolina. He
was transferred to Fort Benning, Georgia, to undergo advanced individual
training (AIT) as an infantryman. He completed AIT and was transferred to
Hawaii on 26 July 1978. He was advanced to the pay grade of E-4 on 7
September 1979.
2. In 1980, he attended the PNCOC-CA Course for military occupational
specialty 11B (infantryman) in Hawaii for a period of 4 weeks.
3. He remained on active duty and in 1983, he was transferred to Germany
and attended a 1-week German Headstart Course.
4. On 30 August 1985, he was honorably discharged due to the expiration of
his term of service (ETS). In block 14 of his DD Form 214, under “Military
Education is the entry “NA/Nothing Follows”.
5. On 9 August 2004, while serving in the United States Army Reserve
(USAR) in the pay grade of E-6, he was ordered to active duty in support of
Operation Iraqi Freedom. He served until 25 October 2005, when he was
honorably released from active duty (REFRAD). His DD Form 214 indicates in
block 14, the entry “None//Nothing Follows”.
6. Army Regulation 600-8-104 serves as the authority for entering
education entries in military records. It provides, in pertinent part,
that only courses that are a minimum of 40 hours or more in duration will
be entered into military personnel records.
7. Army Regulation 635-5 serves as the authority for preparation of the DD
Form 214. It provides, in pertinent part, that only non-combat arms
courses that are at least 1 week (40 hours) in duration will be entered on
the DD Form 214.
DISCUSSION AND CONCLUSIONS:
1. The applicant’s attendance at the 1-week German Headstart Course in
1983 was a non-combat arms course that qualifies for entry on the DD Form
214. Accordingly, it should be entered on his DD Forms 214 dated 30 August
1985 and 25 October 2005, at this time.
2. However, his attendance at the infantry AIT and the PNCOC-CA were
combat arms courses that do not qualify for entry onto the DD Form 214,
therefore, there appears to be no basis to add those courses to his
separation documents.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief. As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected by showing in block 14 of his DD Forms 214 dated 30
August 1985 and 25 October 2005 that he attended a 1 - week German
Headstart Course in 1983.
2. The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief. As a result,
the Board recommends denial of so much of the application that pertains to
adding the infantry AIT and PNCOC-CA courses to his DD Forms 214.
