                            RECORD OF PROCEEDINGS

      IN THE CASE OF:

      BOARD DATE: 14 September 2006
      DOCKET NUMBER: AR20060000681

I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.

| |Mr. Carl W. S. Chun | |Director |
| |Mr. Karl L. Briales | |Analyst |

The following members, a quorum, were present:

| |Mr. Eric N. Anderson | |Chairperson |
| |Ms. Rose M. Lys | |Member |
| |Mr. Richard O. Murphy | |Member |

The Board considered the following evidence:

Exhibit A - Application for correction of military records.

Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests that his latest DD Form 214 (Certificate of
Release or Discharge From Active Duty) be corrected to show all prior
periods of active duty.

2. The applicant states that Block 12d (Total Prior Active Service) of his
DD Form 214 with separation date of 9 January 2006 does not reflect all of
his prior active service.

3. The applicant provides copies of three different DD Forms 214 and copy
of his active duty report.

CONSIDERATION OF EVIDENCE:

1. The applicant is a Texas Army National Guard (TXARNG) Soldier, having
enlisted for 8 years on 2 April 1999. During the period 15 August 2004
through 9 January 2006, he served on active duty. Block 12d of his DD Form
214 for that period contains the note "SEE BLOCK #18." Block 18 (Remarks)
states, "Item 12d above does not account for annual and/or weekend training
this Soldier may have accomplished prior to date entered in Item 12a."

2. The applicant served on initial active duty for training (IADT) from
27 May 1999 through 5 August 1999, a period of 2 months and 9 days. For
this service, he received a DD Form 220 (Active Duty Report).

3. The applicant was issued a DD Form 214 (DD Form 214 #1) for the period
26 June 2000 through 25 August 2000, a period of 2 months. That form
correctly credits the applicant with 2 months and 9 days of prior active
service in Block 12d.

4. The applicant again served on active duty from 3 October 2001 through
11 September 2002, a period of 11 months and 9 days. He received a second
DD Form 214 (#2) for this service. That DD Form 214 listed his 2 months
and 9 days of IADT active service and his 2 months of service from DD Form
214 #1, for a total of 4 months and 9 days.

5. AR 635-5 (Separation Documents) prescribes the separation documents
that must be prepared for Soldiers on retirement, discharge, release from
active duty service, or control of the Active Army. It establishes
standardized policy for preparing and distributing the DD Form 214
(Certificate of Release or Discharge
from Active Duty). It provides, in pertinent part that completion of block
12d (Total Prior Active Service) comes from previously issued DD Forms 214,
wherein the total amount of prior active military service less lost time,
if any, is indicated. If not applicable, "00 00 00" is entered in Block
12d

DISCUSSION AND CONCLUSIONS:

1. The applicant contends that Block 12d (Total Prior Active Service) of
his DD Form 214 (Certificate of Release or Discharge from Active Duty),
with separation date of 9 January 2006, should be corrected to show his
total prior active service time.

2. AR 635-5 prescribed that total prior active service will be entered in
Block 12d on the DD Form 214, as determined from previously issued DD Forms
214.

3. The applicant's DD Form 214 of 9 January 2006 should be corrected in
Item 12d to show his prior active military service of 1 year, 3 months, and
18 days.
