The Board considered the following evidence:
Exhibit A - Application for correction of military records.

if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that his DD For 214 (Certificate of Release or
Discharge From Active Duty) for the period 2003-02-24 to 2004-04-19 be
corrected to show:
a. His complete service history in Block 12 (Record of Service).
b. His primary, secondary, and alternate military occupational
specialties (MOS) in Block 11 (Primary Specialty).
c. Letters of appreciation and commendation in either Block 13
(Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded) or
Block 18 (Remarks).
d. In Block 13, the "USAR Achievement Medal," Good Conduct Medal,
Global War on Terrorism Expeditionary Medal, and Presidential Unit
Citation.
e. In Block 14 (Military Education), "Career Counselor (2 weeks),
CET (1 week), APG (2 weeks)."
2. The applicant states that his records were lost and all information
about his prior service was not entered on his DD Form 214.
3. The applicant provides
a. A copy of his DD Form 214.
b. A copy of his NGB Form 22E (National Guard Bureau Report of
Separation and Record of Service) for the period 1996-07-24 to 2002-09-30.
c. A copy of his DD Form 214 for the period 1987-09-10 to 1991-09-
09.
CONSIDERATION OF EVIDENCE:
1. The applicant requested correction of his records to show award of the
Global War on Terrorism Expeditionary Medal and the Army Good Conduct Medal
and/or Army Reserve Components Achievement Medal. Paragraph 2-5, Army
Regulation 15-185, the regulation under which this Board operates, states
that the Board will not consider any application if it determines that the
applicant has
not exhausted all available administrative remedies. There are no orders
or other evidence authorizing award of these decorations to the applicant.
In the absence of a proper authority for these decorations, the applicant
may request award through his Reserve unit chain of command. As a result,
they will not be discussed further in this Record of Proceedings.
2. The applicant is a Staff Sergeant (SSG/E-6) in the US Army Reserve
(USAR). In 2003, he served on active duty from 24 February 2003 to 19 April
2004 and served in Kuwait and Iraq from 24 April 2003 through 8 March 2004
in support of Operation Iraqi Freedom (OIF).
3. The applicant received a DD Form 214 when he was released from active
duty on 19 April 2004. It provides the following information:
a. In Block 11, his primary MOS was 51T30 (Technical Engineer
Specialist) for 1 year and 2 months.
b. In Block 12, only 1 year, 1 month and 26 days of active service
is shown.
c. In Block 14, there is nothing entered.
4. Review of the applicant's Official Military Personnel File (OMPF)
indicates that the applicant served in the following components:
a. United States Marine Corps (USMC) from 1987-09-10 to 1991-09-09
for a total of 4 years, 0 months, and 0 days of active Federal service.
b. USMC Reserve (USMCR) from 1991-09-10 to 1992-03-30 for a total of
6 months and 20 days of inactive service.
c. US Naval Reserve (USNR) from 1992-03-31 to 1996-07-23 for a total
of 4 years, 3 months, and 22 days of inactive service.
d. Alabama Army National Guard (ALARNG) from 1996-07-24 to
2002-09-30 for a total of 6 years, 2 months, and 6 days of inactive
service.
5. Review of the applicant's OMPF reveals only that he completed the
Combat Lifesavers Course of 1 week duration in August 1999.
6. Army Regulation 635-5 (Separation Documents) prescribes the separation
documents that must be prepared for soldiers on retirement, discharge,
release from active duty service, or control of the Active Army. It
establishes standardized policy for preparing and distributing the DD Form
214. It provides, in pertinent part:
a. The DD Form 214 is a summary of a Soldier's most recent period of
continuous active duty [emphasis added]. It provides a brief, clear-cut
record of active duty service at the time of release from active duty,
retirement, or discharge. The DD Form 214 is not intended to have any
legal effect on termination of a Soldier's service.
b. Block 11 (Primary Specialty). Enter the titles of all MOS served
for at least 1 year and include for each MOS/AOC the number of years and
months served. For time determination, 16 days or more count as a month.
Do not count basic training and AIT.
c. Block 12d (Total Prior Active Service). From previously issued
DD Forms 214, enter total amount of prior active military service less lost
time, if any. If not applicable, enter "00 00 00."
d. Block 12e (Total Prior Inactive Service). From previously issued
DD Forms 214 and/or Enlisted Record Brief (ERB), enter the total amount of
prior inactive service, less lost time, if any.
e. Block 12f (Foreign Service). From the ERB, enter the total
amount of foreign service completed during the period covered in block 12c.
f. Block 13 (Decorations, Medals, Badges, Citations and Campaign
Ribbons Awarded) does not permit letters of appreciation or commendation to
be recorded.
g. Block 14 (Military Education). From the ERB, list formal in-
service (full-time attendance) training courses successfully completed
during the period of service covered by the DD Form 214. Include title,
length in weeks, and year completed. This information is to assist the
soldier in job placement and counseling; therefore, do not list training
courses for combat skills.
7. A review of the US Army Human Resources Command (HRC) – Alexandria,
Virginia website does not show the 926th Engineer Group as having received
the Presidential Unit Citation during OIF.
DISCUSSION AND CONCLUSIONS:
1. The applicant's DD Form 214 for the period 2003-02-24 to 2004-04-19
does not reflect the appropriate service in Block 12d and e. The applicant
had prior active service in the USMC from 1987-09-10 to 1991-09-09. Block
12d should state 0004 – 00 – 00. Likewise, the applicant had prior
inactive service with the USMCR, USNR, ALARNG, and USAR. Block 12e should
state 0011 – 00 – 20.
2. The applicant's DD Form 214 correctly reflects his primary MOS during
the period covered by the form. Secondary and alternate MOS's are not
authorized for inclusion in Block 11.
3. There is no evidence in the applicant's records to show his completion
of any thing other than the Combat Lifesaver Course. Training courses for
combat skills are not authorized for inclusion in Block 14.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief. As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected by showing in Block 12:
a. Block 12d, "0004 – 00 – 00."
b. Block 12e, "0011 – 00 – 20."
2. The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief. As a result,
the Board recommends denial of so much of the application that pertains to
Block 11 (Primary Specialty), Block 13 (Decorations, Medals, Badges,
Citations and Campaign Ribbons Awarded) and Block 14 (Military Education).
