APPLICANT REQUESTS: That his total time served and his level G5 identifier awarded to him be corrected on his DD Form 241 (Certificate of Release or Discharge from Active Duty).
APPLICANT STATES: That he joined the military on 8 October 1975 under the Delayed Entry Program and actually went into the military on 14 October 1975. He n reenlisted for the first time in May 1978. He never had a break in service and had no lost time. Block 11, shows only 19 years and 8 months. He also states that his DD Form 214 does not list his G-5 identifier he was awarded in 1987. In support of his request he submits a copy of his DD Form 214 and his Award of the Additional Skill Identifier (ASI) G-5 memorandum.
EVIDENCE OF RECORD: The applicant's military records show:
He enlisted in the Reserve under the Delay Entry Program on 8 October 1975 and enlisted in the Regular Army for 3 years on 14 October 1975. He completed basic and advanced training and was awarded military occupational specialty (MOS) 76Y00, Supply Clerk on 12 December 1975.
He reenlisted in the Regular Army for 3 years on 31 May 1978. He served continuously through a series of reenlistments on 2 March 1981, 4 April 1984, 28 March 1988, and 18 October 1991.
He was awarded ASI G5 on 9 November 1988. He was promoted to pay grade E-6 on 1 September 1982.
He was honorably discharged from the Regular Army on 31 October 1995 for sufficient service for retirement. His net service shown for this period was 17 years and 5 months. His total prior active service was 2 years, 7 months, and 17 days resulting in a total of 20 years and 17 days total time served. Block 11, Primary Specialty, shows his primary MOS with zeros entered for his ASI.
Army Regulation 635-5 prescribes the policies and procedures regarding separation documents. The regulation specifies that the primary specialty is entered as the title of all MOS’s served for at least 1 years and include each MOS and the number of years and months served. The first 5 characters of the primary MOS code are shown for an enlisted soldier, which includes the three character MOS, the fourth character shows the skill and grade level. The fifth character shows a special qualification identifier (SQI), if applicable. ASI’s are not listed on the individual’s DD Form 214.
DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:
1. In view of the circumstances in this case, the applicant is not entitled to correction to his total time served and his ASI shown on his separation document. He has not shown error, injustice, or inequity for the relief he now requests.
2. The Board notes his contentions; however, he entered on active duty on 31 May 1978 and served on active duty until his retirement for length of service on 31 October 1995. He initially enlisted for 3 years on 14 October 1975. Item 12b of his DD Form 214 shows 17 years, 5 months, and zero days for his period of service from 31 May 1978 to 31 October 1995. Item 12d shows 2 years, 7 months, and 17 days from his prior active service from 14 October 1975 to 30 May 1978; therefore, his total active service for retirement is 20 years and 17 days. There is no apparent error in the computation of his active service dates and annotation on his DD Form 214.
3. The Board concludes that the applicant’s total active service and his MOS are correctly annotated on his DD Form 214. He has not shown otherwise.
4. In order to justify correction of a military record the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy the aforementioned requirement.
5. In view of the foregoing, there is no basis for granting the applicant's request.
DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
