IN THE CASE OF: BOARD DATE: 18 March 2010 DOCKET NUMBER: AR20090016619 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of block 12d (Total Prior Active Duty) and block 12e (Total Prior Inactive Duty) of her DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 8 December 2006. 2. The applicant states that, prior to her enlistment in 2003, the only active duty she had was her initial active duty for training (IADT). The period of time shown at block 12d should be in block 12e. She requests the correction in order to facilitate her reentering military service. 3. The applicant provides copies of her DD Forms 214 for the period ending 23 March 2001 and 8 December 2006. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Georgia Army National Guard (GAARNG) on 13 October 2000 and served on IADT from 15 November 2000 through 23 March 2001. 2. The DD Form 214 issued at that time shows 4 months and 9 days of active service with 1 month and 24 days of prior inactive service. She was transferred back to the GAARNG upon the completion of IADT. 3. On 29 January 2003, she was honorably discharged from the GAARNG and as a Reserve of the Army. She enlisted in the Regular Army (RA) on 30 January 2003. The record contains no indication of any additional active duty service during the period prior to her RA enlistment other than her IADT. 4. The applicant's DD Form 4 (Enlistment/Reenlistment Document), dated 30 January 2003, does not record her periods of prior active or inactive service; however, her DD Form 1966 (Record of Military Processing - Armed Forces of the United States) does correctly list her period of IADT. 5. Block 12d of her DD Form 214 for the period ending 8 December 2006 shows 2 years, 3 months, and 17 days of prior active duty service and block 12e shows no prior inactive service. At block 18 (Remarks) is the entry "Immediate Reenlistment this Period -- 20011115 - 20030129." 6. Army Regulation 635-5 (Separation Documents) prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, release from active duty service, or control of the Active Army. It establishes standardized policy for preparing and distributing the DD Form 214. In pertinent part, it states for bock 12d, from previously-issued DD Forms 214, enter total amount of prior active military service less lost time, if any. For block 12e, from previously issued DD Forms 214 and/or Enlisted Record Brief/Officer Record Brief (ERB/ORB), enter the total amount of prior inactive service, less lost time, if any. DISCUSSION AND CONCLUSIONS: 1. The applicant states that, prior to her enlistment in 2003, the only active duty she had was her IADT. The period of time shown at block 12d should be in block 12e. She requests the correction in order to facilitate her reentering military service. 2. The entry at blocks 12d and 12e of her DD Form 214 for the period ending 8 December 2006 is in error. Block 12d incorrectly shows she completed 2 years, 2 months, and 17 days of total prior active service and block 12e shows she completed no prior inactive service. 3. The correct entry for block 12d should reflect she completed 4 months and 9 days of total prior active service as a result of her IADT. 4. The correct entry for block 12e should be the sum of her inactive service prior to IADT (13 October 2000 through 14 November 2001) plus her inactive service upon completion of her IADT and prior to her enlistment in the RA (24 March 2001 through 29 January 2003), for a total of 1 year, 11 months, and 8 days. 5. Therefore, it would be appropriate to correct her DD Form 214 for the period ending 8 December 2006 as recommended below.
