      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, correction of his discharge document
to show he completed the Battle Staff Noncommissioned Officer Course.

2.  The applicant states, in effect, that his DD Form 214 (Certificate of
Release or Discharge from Active Duty) was produced while he was attending
the Battle Staff Noncommissioned Officer Course and, as a result, the
course was not entered on his discharge document.

3.  The applicant provides a copy of a DA Form 1059 (Service School
Academic Evaluation Report), dated 20 November 2004; Battle Staff
Noncommissioned Officer Course Certificate, dated 20 November 2004; and DD
Form 214, with an effective date of 20 November 2004.

CONSIDERATION OF EVIDENCE:

1.  The applicant is requesting correction of an alleged error which
occurred on 20 November 2004, the date of his release from active duty.
The application submitted in this case is dated 20 December 2005.

2.  The applicant's military service records show that he enlisted in the
Army National Guard on 14 October 1993.  Upon completion of basic combat
training and advanced individual training, the applicant was awarded
military occupational specialty (MOS) 92Y (Unit Supply Specialist).

3.  The applicant's military service records also show that he was ordered
to full-time National Guard duty in Active Guard Reserve status on 21 May
1999.  The applicant was trained and reclassified into MOS 13F (Fire
Support Specialist) and attained the grade of rank of sergeant first class
(E-7).  He was honorably released from active duty on 20 November 2004
after completing 5 years and
6 months of net active service during this period.

4.  On 21 November 2004, the applicant was ordered to active duty as a
member of his unit in support of Operation Iraqi Freedom and served in Iraq
from
2 January 2005 to 12 December 2005.  The applicant was honorably separated
from active duty on 20 December 2005 after completing 1 year and 1 month of
net active service during this period.

5.  Item 14 (Military Education) and Item 18 (Remarks) of the applicant's
DD Form 214, with an effective date of 20 November 2004, is absent an entry
for the Battle Staff Noncommissioned Officer Course.  Item 21 (Signature of
Member Being Separated) of this document contains the entry "Soldier Not
Available to Sign."

6.  The applicant's military service records contain a copy of a DA Form
1059 (Service School Academic Evaluation Report), dated 20 November 2004,
and Battle Staff Noncommissioned Officer Course Certificate, dated 20
November 2004.  The DA Form 1059 shows, in pertinent part, that the
applicant attended and completed the Total Army Training System (TATS),
Additional Skill Identifier (ASI) 2S (Battle Staff Operations), Phase 2,
Class 001-05 course at the U.S. Army Noncommissioned Officer Academy, Fort
McCoy, Wisconsin during the period 31 October 2004 through 20 November
2004.  The Battle Staff
Noncommissioned Officer Course Certificate shows, in pertinent part, that
the applicant successfully fulfilled the requirements of the U.S. Army
Battle Staff Noncommissioned Officer Course on 20 November 2004.

7.  Army Regulation 600-8-104 (Military Personnel Information Management/
Records) prescribes policies, operating tasks, and steps governing the
Official Military Personnel File (OMPF); the Military Personnel Records
Jacket; the Career Management Individual File; Army Personnel Qualification
Records (PQR); the Enlisted/Officer Record Brief (ERB/ORB); and the
Military Personnel Information Management as a work category.  This Army
regulation provides, in pertinent part, that entries will be made for the
successful completion of each formal course of instruction resulting in the
award of an MOS, Specialty Skill Identifier (SSI), Additional Skill
Identifier (ASI), or Special Qualifications Identifier (SQI), which makes a
direct contribution to proficiency in a particular SSI/MOS, for completion
of Army extension course, and for courses attended but not successfully
completed.  For schools and courses not otherwise provided for in this
regulation an entry will be made for successful completion of any course of
instruction conducted under military sponsorship or direction, if
attendance equals or exceeds 40 hours.  It also states that military
schools (courses of
40 hours or more and MOS-producing courses) are listed in DA Pamphlet 351-4
(U.S. Army Formal Schools Catalog).

8.  Army Regulation 635-5 (Separation Documents) prescribes policies and
procedures regarding separation documents.  Paragraph 2-4 (Completing the
DD Form 214) provides detailed instructions and source document(s) for
completing each block of the DD Form 214.  This document shows, in
pertinent part, for Item 14 (Military Education), from the ERB/ORB, list
formal in-service (full-time attendance) training courses successfully
completed during the period of service covered by the DD Form 214.  As an
exception to full-time attendance, list Command and General Staff College
and Senior Service Colleges completed by correspondence courses.  Include
title, length in weeks, and year completed.  This information is to assist
the Soldier in job placement and counseling; therefore, do not list
training courses for combat skills.  When in doubt, refer to the course
description in Department of the Army Pamphlet (DA Pam) 351-4 (U.S. Army
Formal Schools Catalog) to determine its usefulness to the Soldier after
transitioning from the Army.

9.  Field Manual Number 21-75 (Combat Skills of the Soldier) is the
Soldier's field manual and tells the Soldier how to perform the combat
skills needed to survive on the battlefield.  The field manual provides
that "[t]hese are basic skills that must be learned by Soldiers in all
military occupational specialties (MOS)."  This document identifies the
combat skills of the Soldier as cover, concealment, and camouflage;
fighting positions; movement; observation; nuclear, biological, and
chemical warfare; combat intelligence and counterintelligence;
communications; and first aid and personal hygiene.

10.  DA Pam 351-4 provides a description of the Battle Staff
Noncommissioned Officer course. This document states that it is a
performance oriented course that prepares the staff noncommissioned officer
to perform operationally on the battlefield.  Course subjects, focused at
the battalion and brigade level, and task performance standards from the
Army Training and Evaluation Program mission training plans for light and
heavy maneuver forces, require participation in all battlefield operating
systems.  G1/S1 (Personnel and Administrative) and G4/S4 (Supply and
Logistics) students must operate in combat trains command post, while G2/S2
(Security and Intelligence) and G3/S3 (Plans and Operations) students
operate simultaneously in a tactical operations center.  The course
requires the use of current automated systems and International Business
Machines (IBM)-compatible computers.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends, in effect, that his discharge document should
be corrected to show that he completed the Battle Staff Noncommissioned
Officer Course during the period of service under review.  The applicant
contends that this course was not entered on his DD Form 214 because the
document was produced while he was attending the Battle Staff
Noncommissioned Officer Course.

2.  The evidence of record shows that the applicant successfully completed
the Battle Staff Noncommissioned Officer Course on 20 November 2004 and
that the formal course of instruction was 3 weeks in length.  The evidence
of record also shows that the Army regulation governing the maintenance of
military records authorizes filing of the DA Form 1059 and course
completion certificate in the OMPF and an entry for this course to be made
on the ERB.  In addition, DA Pam 351-4 describes the course as a
performance-oriented course that prepares the staff noncommissioned officer
to perform operationally on the battlefield, is focused at the battalion
and brigade level, requires participation in all battlefield operating
systems, and requires the use of automated systems and computers.
Consequently, documentation of the applicant's completion of the course
will clearly benefit, be useful, and assist him in job placement after his
transition from the Army.  The evidence of record further shows that the
applicant was not available to review and sign his DD Form 214 at the time
it was completed.  Therefore, in view of the foregoing, the applicant is
entitled to have his DD Form 214 corrected to show that he completed the
Battle Staff Noncommissioned Officer Course.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
adding to the applicant's DD Form 214, with an effective date of 20
November 2004, the following entry in Item 14 (Military Education):
"//BATTLE STAFF NONCOMMISSIONED OFFICER COURSE, 3 WEEKS, NOV 2004//NOTHING
FOLLOWS."
