THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, correction of his DD Form 214
(Certificate of Release or Discharge from Active Duty), with an effective
date of 12 July 2003, to show all of his military training and authorized
awards.

2.  The applicant states, in effect, that it was recently brought to his
attention that his discharge document does not show all of his military
training and the awards that he is authorized.  The applicant also states,
in effect, that the following training courses should be added to his DD
Form 214:  Airborne, Air Assault, DHC-6 Maintenance Initial, Unit Armorer,
Field Sanitation Team, Driver's, Bus Driver's, and Basic Combat Training.
He also states, in effect, the Expert Marksmanship Qualification Badge with
Pistol Bar and 3 Gold Stars (for serving with the Army Golden Knights)
should be added to his DD Form 214.

3.  The applicant provides a copy of a DD Form 214, U.S. Army Infantry
School Airborne Course Diploma, dated 21 November 2001; DA Form 1307
(Individual Jump Record), dated 16 November 2001; Headquarters, U.S. Army
Infantry Center, Fort Benning, Georgia, Permanent Orders 317-452 and 317-
1452, both dated 13 November 2001; Headquarters, 101st Airborne Division
(Air Assault) and Fort Campbell, Fort Campbell, Kentucky, Orders 213-00416,
dated 31 July 2000 and Permanent Orders 125-245, dated 5 May 1999;

CONSIDERATION OF EVIDENCE:

1.  The applicant is requesting correction of an alleged error which
occurred on 12 July 2003, the date of his discharge from the U.S. Army.
The application submitted in this case is dated 4 April 2006.

2.  The applicant's military service records show that he enlisted in the
U.S. Army Reserve (USAR) on 22 June 1994 for a period of 8 years and
entered active duty in the Regular Army (RA) on 14 June 1995.  Upon
completion of basic combat training and advanced individual training, the
applicant was awarded military occupational specialty (MOS) 67T (UH-60
Helicopter Repairer).  The applicant served continuously on active duty,
attained the grade of rank of sergeant (E-5), and was honorably discharged
from the RA on 12 July 2003 after completing a total of 8 years and 29 days
of net active service during this period.

3.  The applicant's military service records contain a copy of his DD Form
214, issued on the date of his discharge.  Item 13 (Decorations, Medals,
Badges, Citations and Campaign Ribbons Awarded or Authorized) of this
document shows he was awarded the Army Commendation Medal, Army Achievement
Medal (3rd Award), Army Superior Unit Award, Army Good Conduct Medal
(2nd Award), National Defense Service Medal, Noncommissioned Officer
Professional Development Ribbon, Army Service Ribbon, Overseas Service
Ribbon, Expert Marksmanship Qualification Badge with Rifle Bar, and Senior
Aircraft Crewman Badge.  Item 14 (Military Education) of the applicant's DD
Form 214 shows that he completed the UH-60 Helicopter Repairer Specialist
Course in 1995 and the Primary Leadership Development Course in 2000.

4.  In support of his application, the applicant provides evidence that he
completed the Airborne, Air Assault, DHC-6 Maintenance Initial, Unit
Armorer, Field Sanitation Team Training, Driver's, Bus Driver's, and Basic
Combat Training courses.  He also provides evidence of his assignment to
the U.S. Army Parachutist Team; that he completed 5 Administrative or Non-
Tactical parachute jumps, including 2 with Combat Equipment; and that he
qualified expert in marksmanship with the pistol.

5.  A review of the applicant's military service records reveals that he
may be entitled to additional awards that are not shown on his DD Form 214.

6.  The applicant's military service records contain a DA Form 4980-14
(Army Commendation Medal Certificate) that shows the applicant was awarded
the Army Commendation Medal for meritorious service as an Assistant
Maintenance Leader and Crew Chief from 12 January 1999 through 31 August
2000.  This award was announced in Headquarters, 4th Battalion, 101st
Aviation Regiment, Fort Campbell, Kentucky, Permanent Orders 241-03, dated
28 August 2000.

7.  The applicant's military service records contain a DA Form 4980-14
(Army Commendation Medal Certificate) that shows the applicant was awarded
the Army Commendation Medal for meritorious service while serving as Flight
Engineer in the U.S. Army Parachute Team from 10 July 2000 through 12 July
2003.  This award was announced in Headquarters, U.S. Army Accessions
Command, Fort Monroe, Virginia, Permanent Orders 100-12, dated 10 April
2003.

8.  The applicant's military service records contain a copy of a DA Form 2-
1 (Personnel Qualification Record).  Item 5 (Oversea Service) of this
document shows that the applicant served 12 months in the Republic of Korea
from
17 December 1997 to 8 December 1998.  Item 9 (Awards, Decorations and
Campaigns) of the DA Form 2-1 shows, in pertinent part, that the applicant
was awarded the Air Assault Badge and Expert Marksmanship Qualification
Badge with Pistol Bar.  Item 35 (Record of Assignments) of the DA Form 2-1
shows, in pertinent part, that the applicant was assigned to the U.S. Army
Parachute Team, Fort Bragg, North Carolina on 25 August 2000.

9.  The applicant's military service records contain 3 DA Forms 2166-Series
(Noncommissioned Officer Evaluation Reports) covering the period August
2000 through May 2003.  These three documents show, in pertinent part, that
the applicant's principal duty title was that of Crew Chief (Duty MOS
67T2F) and that he served in that capacity while assigned to the U.S. Army
Parachute Team, Fort Bragg, North Carolina, until he was discharged on 12
July 2003.

10.  Army Regulation 635-5 (Separation Documents) prescribes policies and
procedures regarding separation documents.  Paragraph 2-4 (Completing the
DD Form 214) provides detailed instructions and source document(s) for
completing each block of the DD Form 214.  This document shows, in
pertinent part, for Item 14 (Military Education), from the ERB/ORB, list
formal in-service (full-time attendance) training courses successfully
completed during the period of service covered by the DD Form 214.  Include
title, length in weeks, and year completed.  This information is to assist
the Soldier in job placement and counseling; therefore, do not list
training courses for combat skills.  When in doubt, refer to the course
description in Department of the Army Pamphlet
(DA Pam) 351-4 (U.S. Army Formal Schools Catalog) to determine its
usefulness to the Soldier after transitioning from the Army.

11.  Army Regulation 600-8-22 (Military Awards) provides that the Army
Commendation Medal may be awarded to any member of the Armed Forces of the
United States who, while serving in any capacity with the Army after
6 December 1941, distinguished himself or herself by heroism, meritorious
achievement or meritorious service.  As with all personal decorations,
formal recommendations, approval through the chain of command, and
announcement in orders are required.  The military awards regulation also
provides that an oak leaf cluster is awarded to denote a second and each
succeeding award of certain decorations, among which is the Army
Commendation Medal.

12.  Army Regulation 600-8-22 as amended provides that the National Defense
Service Medal is awarded for honorable active service for any period
between
27 July 1950 through 27 July 1954, 1 January 1961 through 14 August 1974,
2 August 1990 through 30 November 1995, and 11 September 2001 to a date to
be determined.  This regulation also provides that the second and
subsequent awards of the National Defense Service Medal are denoted by a
bronze service star affixed to the National Defense Service Medal.

13.  Army Regulation 600-8-22, in pertinent part, sets forth requirements
for award of the Senior Parachutist Badge.  Award of the Senior Parachutist
Badge requires a rating of excellent in character and efficiency,
completion of 30 jumps (15 with combat equipment, two night jumps with one
as jumpmaster, two mass tactical jumps culminating in an airborne assault
problem), graduation from the Jumpmaster Course, and service on jump status
for at least 24 months.  A bronze service star is authorized to be worn on
the parachutist badge to denote a Soldier's participation in a combat
parachute jump.

14.  Army Regulation 670-1 (Wear and Appearance of Army Uniforms and
Insignia), paragraph 28-27 (Combat and special skill badges and tabs),
governs the requirements and lists the combat and special skill badges
authorized for wear on the Army uniform.  This document discusses Group 4
badges and, in pertinent part, provides that the Parachutist Badge (in four
degrees) is worn with the combat jump device (i.e., a bronze service star)
representing the number of combat jumps.

15.  Army Regulation 600-8-22, in pertinent part, sets forth requirements
for award of the Air Assault Badge.  Award of the Air Assault Badge
requires that an individual must have satisfactorily completed an air
assault training course according to the U.S. Army Training and Doctrine
Command standardized Air Assault Core Program of Instruction, or completed
the standard Air Assault Course while assigned or attached to 101st
Airborne Division (Air Assault) after
1 April 1974.
16.  Army Regulation 600-8-22, in pertinent part, sets forth requirements
for award of basic marksmanship qualification badges.  The qualification
badge is awarded to indicate the degree in which an individual has
qualified in a prescribed record course, and an appropriate bar is
furnished to denote each weapon with which the individual has qualified.
The qualification badges are in three classes:  Expert, Sharpshooter, and
Marksman.

17.  The Republic of Korea - Korea Defense Service Medal is authorized to
members of the Armed Forces who have served on active duty in support of
the defense of the Republic of Korea from 28 July 1954 to a date to be
determined.  Headquarters, U. S. Army Human Resources Command, Alexandria,
Virginia, message, dated 9 February 2004, published implementing
instructions for award of the Korea Defense Service Medal.  This message
specified criteria for the award of the Korea Defense Service Medal as
follows: (a) service members of the armed forces must have served in
support of the defense of the Republic of Korea from 28 July 1954 through a
future date to be determined by the Secretary of Defense; (b) the area of
eligibility encompasses all land area of the Republic of Korea, and the
contiguous water out to 12 nautical miles, and all air spaces above the
land and water areas; and (c) service members must have been mobilized with
units or assigned or attached to units operating in the area of eligibility
and have been physically deployed in the area of eligibility for 30
consecutive or 60 non-consecutive days.

18.  Headquarters, U.S. Army Human Resources Command, Alexandria, Virginia,
message, dated 17 March 2004, disseminated implementing instructions for
award of the Global War on Terrorism Service Medal.  This award is
designated for Soldiers who have participated in or served in support of
Global War on Terrorism Operations outside of the designated area of
eligibility determined for award of the Global War on Terrorism
Expeditionary Medal on or after 11 September 2001 to a date to be
determined.  All Soldiers on active duty, including Reserve Component
Soldiers mobilized or National Guard Soldiers activated, on or after
11 September 2001 to a date to be determined having served 30 consecutive
days or 60 nonconsecutive days are authorized this award.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends, in effect, that his discharge document should
be corrected to show all of his military training.  The applicant provides
evidence that he completed the Airborne, Air Assault, DHC-6 Maintenance
Initial, Unit Armorer, Field Sanitation Team Training, Driver's, Bus
Driver's, and Basic Combat Training courses.  Army Regulation 635-5
provides that formal in-service training courses successfully completed
during the period of service covered by the
DD Form 214 will be listed in Item 14 (Military Education) of the document;
however, it also states that training courses for combat skills will not be
listed.  The training courses the applicant requests to be added to his
discharge document are either training courses for combat skills or are not
listed in the
U.S. Army Formal Schools Catalog (DA Pam 351-4).  Therefore, it is not
appropriate to list these training courses on the applicant's DD Form 214.

2.  The applicant also contends, in effect, that his 3-year assignment with
the U.S. Army Parachutist Team (Golden Knights) entitles him to "3 Gold
Stars" to be added to his DD Form 214; however he provides insufficient
evidence in support of his claim.  In addition, there is no evidence of
record that shows the applicant participated in any combat parachute jumps
during his military service.  Therefore, the applicant is not entitled to
correction of his records to show authorization of any combat jump
device(s) (i.e., 3 bronze service stars) to be affixed to his Senior
Parachutist Badge.

3.  The evidence of record shows that the applicant was awarded two awards
of the Army Commendation Medal.  Therefore, it would be appropriate to
correct his records to show award of the Army Commendation Medal (1st Oak
Leaf Cluster).

4.  Permanent Orders awarded the applicant the Air Assault Badge.
Therefore, he is entitled to correction of his records to show this badge.

5.  The evidence of record shows that the applicant qualified for award of
the Expert Marksmanship Qualification Badge with Pistol Bar.  Therefore, it
would be appropriate to correct his records to show this badge.

6.  The evidence of record shows that the applicant served 12 months in the
Republic of Korea.  Therefore, the applicant met the qualifying criteria
for award of the Korea Defense Service Medal and is entitled to correction
of his records to show this foreign service medal.

7.  The evidence of record shows the applicant is entitled to the Global
War on Terrorism Service Medal for his service subsequent to 11 September
2001 in support of the Global War on Terrorism outside of the designated
area of eligibility determined for award the Global War on Terrorism
Expeditionary Medal.  Therefore, he is entitled to correction of his
records to show award of the Global War on Terrorism Service Medal.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief.  As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected by correcting Item 14 of his DD Form 214, as
follows:

      a.  Delete:  Army Commendation Medal, National Defense Service Medal,
and Expert Marksmanship Qualification Badge with Rifle Bar; and

      b.  Add:  Army Commendation Medal (2nd Award), National Defense
Service Medal (2nd Award), Air Assault Badge, Expert Marksmanship
Qualification Badge with Rifle and Pistol Bars, Republic of Korea - Korea
Defense Service Medal, and Global War on Terrorism Service Medal.

2.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
his military training courses.
