                            RECORD OF PROCEEDINGS

      IN THE CASE OF:

      BOARD DATE: 11 July 2006
      DOCKET NUMBER: AR20050014693

I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.

| |Mr. Carl W. S. Chun | |Director |
| |Mr. Joseph A. Adriance | |Analyst |

The following members, a quorum, were present:

| |Mr. John N. Slone | |Chairperson |
| |Ms. Carmen Duncan | |Member |
| |Ms. Jeanette R. McCants | |Member |

The Board considered the following evidence:

Exhibit A - Application for correction of military records.

Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests, in effect, correction of Item 10 (SGLI
Coverage) and Item 11 (Primary Specialty) of her 17 January 2005 separation
document
(DD Form 214).

2. The applicant states, in effect, that her Servicemembers' Group Life
Insurance (SGLI) coverage was increased from $250,000.00 to $400,000.00 on
1 September 2005, and Item 10 of her DD Form 214 incorrectly indicates a
$250,000.00 coverage level. She also states that she served in military
occupational specialty (MOS) 21C10 (Bridge Crewmember) for 1 year and
2 months, and in MOS 42A20 (Human Resources Specialist) for 2 years and
6 months; however, Item 11 of her DD Form 214 shows only that she served in
MOS 21C10 for 3 years and 3 months.

3. The applicant provides the following documents in support of her
application: DD Form 214; Enlisted Record Brief (ERB); and Leave and
Earnings Statement (LES).

CONSIDERATION OF EVIDENCE:

1. The applicant's record shows that she enlisted in the Regular Army and
entered active duty on 17 January 2002. She was trained in and awarded MOS
21C, and the highest rank she attained while serving on active duty was
specialist (SPC).

2. The applicant's ERB shows, in Section I (Assignment Information), that
her primary MOS (PMOS) was 21C. It also confirms that she was never
awarded or held a secondary MOS (SMOS) or additional MOS (AMOS) while she
was on active duty. Section IX (Assignment Information) shows she served
in a personnel administrative position, MOS 42A, from 20 March 2003 through

14 September 2004.

3. The applicant's Official Military Personnel File (OMPF) is void of any
orders awarding her a 42A MOS, or any MOS other than 21C while she was
serving on active duty.

4. The applicant's 30 September 2005 LES shows that her SGLI coverage
amount was $400,000.00.

5. The SGLI Home Page confirms that SGLI coverage is available in
$50,000.00 increments up to a maximum amount of $400,000.00. A Department
of Defense News Release, dated 31 March 2006, announced that effective 1
September 2005, SGLI maximum coverage was being increased to $400,000.00,
and that members eligible for SGLI would automatically be insured for that
amount on that date.

6. Army Regulation 614-200 (Enlisted Assignments and Utilization
Management) prescribes the reporting, selection, assignment, and
utilization of Active Army enlisted personnel. It states, in pertinent
part, that Soldiers will not be reclassified solely because they are not
performing duties in their PMOS, and that in order to be awarded an MOS, a
Soldier must meet the training requirements for the MOS.

7. Army Regulation 635-5 (Separation Documents) prescribes the separation
documents that must be prepared for Soldiers on retirement, discharge,
release from active duty service, or control of the Active Army. It also
establishes standardized policy for preparing and distributing the DD Form
214. Chapter 2 contains item-by-item instructions for preparing the DD
Form 214. The instructions for Item 10 state, in pertinent part, that the
amount of the Soldier's SGLI coverage will be entered. The instructions
for Item 11 state that titles of all PMOS, SMOS or AMOS that are documented
on the ERB and that were served in for at least 1 year will be entered.

DISCUSSION AND CONCLUSIONS:

1. The applicant's contention that Item 10 and Item 11 entries on her DD
Form 214 are incorrect was carefully considered and found to have partial
merit. The evidence of record confirms that the amount of the applicant's
SGLI coverage was increased from $250,000.00 to $400,000.00 on 1 September
2005. Therefore, it would be appropriate to correct Item 10 of her DD Form
214 accordingly.

2. The evidence of record also confirms that although the applicant served
in a 42A personnel administration position, she was never trained in, or
awarded the MOS as a PMOS, SMOS, or AMOS, as evidenced by her ERB.
Therefore, it would not be appropriate to correct the Item 11 entry of her
DD Form 214 at this time.

BOARD VOTE:

________ ________ ________ GRANT FULL RELIEF

___JNS _ __CD ___ __JRM __ GRANT PARTIAL RELIEF

________ ________ ________ GRANT FORMAL HEARING

________ ________ ________ DENY APPLICATION

BOARD DETERMINATION/RECOMMENDATION:

1. The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief. As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected by amending her 22 September 2005 DD Form 214 by
deleting the current entry in Item 10 and replacing it with the entry
"$400,000.00”; and by issuing her a correction to her separation document
that includes this change.

2. The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief. As a result,
the Board recommends denial of so much of the application that pertains to
a correction of Item 11 of her 22 September 2005 DD Form 214.
