      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his records be corrected to reflect that
his election of the Serviceman's Group Life Insurance (SGLI) was increased
to $250,000.00 on 19 June 2003.

2.  The applicant states when he was offered the option to increase his
coverage he elected the higher level but that this election was not acted
upon.  He states this error is affecting the level at which he can convert
to under the Veteran's Group Life Insurance.

3.  The applicant provides copies of three leave and earning statements and
a 19 June 2003 SGLI election form.

CONSIDERATION OF EVIDENCE:

1.  The records show the applicant entered active duty on 2 May 2002.

2.  The documentation completed at the time of his entry shows he elected
the then maximum SGLI coverage amount of $100,000.00.

3.  The applicant provides a copy of the 19 June 2003 election
documentation accepting the full SGLI coverage increase to a $250,000.00
level.  This form states that, by law, a service member would be
automatically covered at the $250,000.00 unless they elected not to accept
the increased coverage.  The applicant completed the appropriate items
indicating he did want the increased coverage.

4.  A DD Form 93 (Record of Emergency Data), completed on 11 December 2003,
shows the applicant elected to receive SGLI at the maximum amount.  At this
time the maximum SGLI amount was $250,000.00.

5.  The applicant's leave and earning statements for March through April
2005 shows he received SGLI coverage at a $100,000.00 level with a premium
of $6.50 per month.

6.  The applicant was honorably released from active duty on 2 May 2005.

7.  SGLI is a program of low cost group life insurance for servicemembers
on active duty, ready reservists, members of the Commissioned Corps of the
National Oceanic and Atmospheric Administration and the Public Health
Service, cadets and midshipmen of the four service academies, and members
of the Reserve Officer Training Corps.

8.  Servicemembers with SGLI coverage have two options available to them
upon release from service.  They can convert their full-time SGLI coverage
to term insurance under the Veterans' Group Life Insurance program or
convert to a permanent plan of insurance with one of the participating
commercial insurance companies.  If a service member elects to convert to
VGLI the amount of coverage can not exceed the amount they were covered
under the SGLI.

9.  A review of SGLI/VGLI historical data, from the Department of Veterans
Affairs official SGLI website, indicates that, at the time the maximum SGLI
level of coverage was first increased to $250,000.00, there was no
difference in premiums in order to receive the maximum coverage.  The
implementing policy required that a service member complete an election
form indicating either acceptance of the maximum coverage, a lesser amount,
or declining coverage.  Subsequent to the 2003 increase, additional
increases have been instituted which authorize service members to elect
their level of coverage in $50,000.00 increments to a maximum of
$400,000.00.

DISCUSSION AND CONCLUSIONS:

1.  On 19 June 2003 the applicant elected to be covered at a maximum
$250,000.00 level as documented by the election form and the notation on
his DD Form 93.

2.  The election was not properly carried forward and applicant is shown to
be covered at only the original $100,000.00 level.  This is an
administrative error that is impacting the applicant's rights for coverage
under the conversion regulations.

3.  Therefore, it is appropriate to correct the records to show that the
applicant elected the maximum SGLI coverage of $250.000.00 on 19 June 2003
and remained covered at the $250,000.00 level for the remainder of his
period on active duty.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
showing the applicant elected the maximum SGLI coverage on 19 June 2003 and
remained covered at the $250,000.00 level for the remainder of his period
on active duty.
